Description
The purpose of this synopsis is to notify industry that a Sole Source Fixed Price Contract will be awarded to Antenna Authority for the period of 25 July 2007 through 30 September 2007, under the authority of 10 U.S.C. 2304(c)(I) and FAR 6.302-1. Customs and Border Protection (CBP) deploys Remote Surveillance Equipment (RSE) along the northern and southern borders to support detection and identification of unauthorized border crossings and smugglers. CBP relies on advanced detection, identification, and information technology to allow agents/officers to more quickly, safely, and accurately observe and respond to unauthorized border crossings and smuggling attempts. Implementation of RSE has increased CBP's identification and apprehension capabilities. The contractor shall provide non-personal technical services for the Office of Border Patrol Intelligence Division (OBPID). The OBPID intends to procure engineering and technical services to upgrade, test, and install existing Mobile Automatic Directional Finding (MADF) systems in two (2) designated CBP vehicles. The equipment shall be provided as Government Furnished Equipment (GFE) for upgrade and installation. The MADF major assemblies consist of antenna, modulator, processor, control panels, directional display, and cabling. The contractor is responsible for the design, procurement, fabrication, upgrade and installation of the MADF systems equipment. Antenna Authority holds a current patent on the required antenna and therefore is the only source knowledgeable enough to integrate the design specifications and theory of operation into a successful upgrade.
