- The Office of Headquarters Procurement Services is planning to solicit offers and negotiate a contract for personnel, equipment and services necessary operate, manage, train and maintain an armed and unarmed, uniformed security force to include Badging personnel; administrative support personnel, receptionist, canine explosive detector services and a Quality Assurance Program commonly referred to as the Protective Force for the Office of Health, Safety and Security (HSS). This competitive acquisition is a 100% set-aside for small businesses under NAICS Code 561612, with a size limit standard of $11.5 million. A single performance based time and materials; award fee type contract is contemplated. The proposed period of performance consists of a 24-month base period and three 12-month option periods. The incumbent contractor providing support to HSS is Covenant Homeland Security Solutions, LLC, under contract number DE-AC01-07SA20222. The anticipated date for release of the solicitation is on or before August 10, 2007. A sources sought notice was issued on July 25, 2006 on under number DE-RI01-06SA00001 for support to the Office of Security and Safety Performance Assurance (SSA). The market research was extended in February 2007 based on information received from the Office of Small and Disadvantaged Business (OSDBU). This Notice of Intent revises the identifying number to DE-RP01-07SA06001 based on the reorganization of the recipient office. The Draft Performance Work Statement, Position Descriptions and Estimated Level of Effort is available to download from this site, which is the official point of notification to the public. After the synopsis period, the entire solicitation will be available for downloading from the Internet via the "DOE Industry Interactive Procurement System (DOE-IIPS)", located at Internet address: http://e-center.doe.gov/. Proposals shall be submitted to DOE electronically via the DOE-IIPS. Instructions on how to submit your proposal electronically can be found in the help document, which is located at http://e-center.doe.gov/. Individuals who have the authority to enter their company into a legally binding contract and intend to submit proposals via the IIPS system must register and receive confirmation that they registered prior to being able to submit an application on the IIPS System. All questions relating to the RFP shall be submitted to DOE via DOE-IIPS; telephone or e-mail communications shall not receive responses. For technical assistance with the DOE-IIPS, offerors should call 1-800-683-0715, or e-mail the DOE-IIPS administrator at iips@pr.doe.gov. TELEPHONE RESPONSES AND INQUIRIES WILL NOT BE ACCEPTED. QUESTIONS REGARDING THIS REQUIREMENT SHOULD BE SENT VIA DOE IIPS. It is also the responsibility of the respondent to monitor this site for the release of (1) any additional information, (2) amendments to this notice, (3) solicitation(s), or (4) other related documents.
