- Description
- The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), is issuing an intent to negotiate a sole source procurement with The Scandinavian (Scantrol) Control Systems, Bergen, Norway. The requirement is for three additional FishMeter Boards currently maintained by the National Marine Fisheries Service (NMFS), Ecosystems Surveys Branch, Woods Hole, Massachusetts. The FishMeter Boards are capable of measuring 0.5cm and durable enough to operate to with stand adverse weather conditions. These boards are utilized during NMFS research vessel surveys, enabling them to gathers data on distribution, abundance, feeding ecology, and size and age composition of stocks of economically and ecologically important marine species. Data collected in these programs are archived into computer data files which are vital for assessment and management of the health and status of marine resources and their habitat. NMFS currently owns and maintains Scantrol software and electronic hardware to support the inventory of Scantrol FishMeter Boards. It is explicit that the boards (systems) and software are compatible, ensuring the accuracy and legitimacy of data captured. The Scantrol FishMeter Boards are 100% compatible with the existing software and systems. The statutory authority is 41 U.S.C.253(c)(1), Only One Responsible Source. The applicable NAICS code is 334513. The size standard is 500 employees. Interested parties may identify their interest and must provide evidence of their capability to respond to this requirement by July 13, 2007. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Note 22 applies.
