Description
The NATO Maintenance and Supply Agency (NAMSA) intends to advertise for International Competitive Bidding (ICB) on works and services within the framework of the Military Budget Committee. Eligible firms will be invited to provide bids on the provision of earthworks/earthmoving services at Kabul International Airport (KAIA) North in preparation for future construction activities in that area. The bidders list for this ICB will include registered firms identified from the NAMSA Source File as well as additional bidders nominated by NATO member nations in response to this Notification of Intent. The estimated value of this project is not available at this time. The reference for this Invitation for International Bids (IFIB) is IFIB-SGOAFG001. The U.S. Department of Commerce will be using the same reference. OPERATIONAL REQUIREMENTS The work to be performed includes but is not limited to the following: - Large-scale earthmoving (cut & fill) to a depth not exceeding 2.00 m, including grading, shaping and profiling existing natural soil de-mined to a depth of 1.00 m and disposal of excess soil - Excavation in trenches to a depth varying between 1.00 and 2.00 m - De-mining of selected areas with depth in excess of 1.00 m by a firm certified to operate in Afghanistan - Provision and compaction of selected fill as directed - Other miscellaneous and necessary associated works Estimated Quantities: - Grading and levelling site area: 535,601 m2 - Reclamation of soil to a depth of 4.00 m under former Ammunition Supply Point: 79200 m3 - Excavation in trenches for main drainage ditches: 3200 m3 - De-mining to 2.00 m depth of selected areas: 60000 m2 - De-mining to 3.00 m depth of selected areas: 2000 m2 SPECIFIC TERMS AND CONDITIONS Period of Performance: Completion date shall not be later than 60 calendar days after contract award. Partial Bidding: Not allowed. Follow-on Services: None envisaged at this stage. Optional Requirements: None envisaged at this stage. Quality Assurance Requirements: To be provided at the time of the ICB. Security Level Required: NATO UNCLASSIFIED. Language: The IFIB and the subsequent procurement contract will be in the English language. Offers and any communication to be made by the bidders, and any technical data or documentation to be furnished by the contractors must be also in English. Currency Conversion Rates: N/A at this stage. Final Considerations: The project is time critical as the work must be completed prior to the winter season in Kabul, Afghanistan. The project is subject to the approval of the NATO Security Investment Program, which is expected to be obtained before mid-July 2007. The bidders will be allowed 15 calendar days to reply to the IFIB. Mobilization of the selected contractor will be required within 15 days of the award. The bids to be received in response to this IFIB will be valid for a period of 120 days. The bid documents are expected to be classified at the level of NATO UNCLASSIFIED. BIDDING PROCEDURE The U.S. Department of Commerce does not serve as the Host Nation for NATO projects. Its role is to approve for bidding those firms of NATO-member nations with a facility located within the United States. Only firms approved by the U.S. Department of Commerce will be allowed to bid. Please visit the following website for instructions on applying for approval to bid on NATO projects: http://www.bis.doc.gov/defenseindustrialbaseprograms/OSIES/NATOprograms/index.htm With the exception of those firms already identified as potential sources from the NAMSA Source File, firms must be nominated to the bidders list with the required Declaration of Eligibility (DOE). A firm that has been approved for bidding on NATO projects must request that the U.S. Department of Commerce issue the required DOE for each project on which the firm wishes to bid. The DOE is used to nominate the firm to the Bidders List for a particular project. The Host Nation will not accept requests for nomination received directly from firms. Firms added to the bidders list will be contacted directly by the Host Nation when the IFIB has been issued. IMPORTANT DEADLINE Final date for the U.S. Department of Commerce to submit a Declaration of Eligibility on your behalf: 17 July 2007
