Description
This is a COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS prepared by the National Park Service in accordance with the format in FAR subpart 12.6, and the use of Simplified Acquisition Test Program procedures as authorized by FAR 13.500, and supplemented with additional information included in this notice. The National Park Service contemplates award of a firm fixed price contract, as a result of this combined synopsis/solicitation, to the offeror whose proposal provides the best value to the Government. 2. The proposed contract is full and open competition to all business concerns. All responsible businesses may submit a proposal which shall be considered by the National Park Service (NPS). 3. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09. This announcement constitutes the only solicitation; quotes are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is N7140070011 and is issued as a Request for Proposal (RFP) and will be awarded as a single award contract for Commercial Items. The project is located within Big Thicket National Preserve, with work located at the Saratoga Field Research Station in Saratoga, TX, 16890 FM 770. The North American Industry Classification System (NAICS) is 332312 the size standard is 500 employees. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-05. STATEMENT OF WORK 1. Engineer and install a 150 ft galvanized self supporting radio tower for the purpose of supporting a VHS receiver and UHF link as a part of our emergency communications system. Primary use of the radio system is for law enforcement and wild land fire emergency communications. This request is for a lattice type self-supporting tower with an alternate quote for a monopole tower. Final selection will be based on submissions that are deemed best suited to the site conditions and system configuration and will not be based solely on lowest price. Tower rated for conditions as per ANSI/EIA-222-G. 2. Structure designed to accommodate: a. one VHF OMNI (DB224) antenna; b. one UHF YAGI NFE 10.0 DB (Motorola #TDE7280) antenna, mounted near the 150ft level; c. each antenna having one 7/8" LDF HELIAX poly jacket transmission cable; and d. four additional antennas and cables of a similar style, at a height in the range of 100 ft. to 140 ft. (our initial installation will only have two antennas and cables but the tower should be capable of supporting antennas and cables for up to two additional public safety radio systems.) PLEASE NOTE: The purchase and installation of the antennas, cables, receiver and link has already been contracted through Motorola, Inc. Contact information for Motorola can be provided upon request. 3. All construction and mounting hardware shall be stainless steel or galvanized. 4. Project shall include all required safety signs and devices, including radiation warning signs, safety climbing system etc. 5. VHS receiver and UHF link will be housed in a cabinet inside the Preserve's Saratoga Research Station in a brick building located approximately 10 to 15 feet from anticipated site of the tower. The project shall include bonding of the tower grounding system for communications/radio equipment housed in the research station. The grounding system shall meet Motorola R-56 standards and be connected to the tower grounding system as per Motorola R-56 standards. 6. The project shall include the construction of a 10-15 ft. ice bridge to support transmission cables between the tower and the building in which the equipment will be mounted. 7. Tower should be quoted based on existing soil conditions at the NPS Saratoga Research Station with level ground. 8. The Geotechnical Report is provided upon request. 9. Liability Insurance-Department of the Interior 1452.228-70 10. EVALUATION OF COMMERCIAL ITEMS. The Government will award to the responsible offeror based on a. Experience/Past Performance and b. Price Reasonableness. 11. The Government reserves the right to award without discussion. 12. Contractors wishing to respond to this RFP should provide this office with the following: A price quote on company letterhead for the requested services showing price, references, including names, addresses, and phone number of past projects of this type performed within the past five years, proof of insurance, payment terms, correct remittance address; DUN'S Number; and a completed copy of FAR Clause 52.212-3, Offeror Representations and Certifications-Commercial Items. 13. The offeror agrees to hold the prices in the offer firm for 30 calendar days from the date specified for receipt of offers. 14.
