- NAICS Code: 541990 The U.S. Environmental Protection Agency (EPA) Office of Air and Radiation (OAR), Office of Atmospheric Programs (OAP), Climate Protection Partnerships Division (CPPD), ENERGY STAR Residential Branch (ESRB) intends to award a sole source fixed-price purchase order under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to Residential Energy Services Network (RESNET) for work to be conducted to increase the demand for, and the availability of, energy efficient homes. The contractor is to develop and maintain a national network of home energy rating organizations to verify the energy performance of residential homes. The contractor will be responsible for establishing a verification process for modular homes produced in HUD code plants, providing analysis on potential scoring discrepancies between ENERGY STAR performance and prescriptive path, performing thermal imagery diagnostics on a sample set of ENERGY STAR qualified new homes, representing ENERGY STAR at the 2007 RESNET Building Performance Conference, and supporting analytical work to determine options for revising the Home Energy Rating System (HERS) protocol for multifamily housing. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. It has been determined that RESNET is uniquely qualified to satisfy the Government's requirement, as they are the only national organization of home energy ratings that represents national interests. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received within ten (10) calendar days of the date of this announcement will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government. All questions should be directed to Sharron K.
