- The Federal Aviation Administration (FAA) proposes to issue a requirement for the acquisition and installation of a power monitoring system at twenty (17) Air Route Traffic Control Centers (ARTCC) and three large Terminal Radar Approach Control (TRACON) facilities powered by the ARTCC Critical and Essential Power System (ACEPS) and one training facility. The requirement is being considered for an Indefinite Delivery Contract (IDC) consisting of a one-year base period and four one-year options periods. The ACEPS Power Monitoring System (APMS) will monitor status of: engine generators, fuel tanks; circuit breakers; Uninterruptible Power Supply (UPS); power distribution equipment; and allow event and power quality analysis and system diagnostic reporting. The scope of work will require the contractor furnish/supply software, software configuration, equipment installation and ancillary equipment in performing the following, but not limited to actions - ??? Site Modeling and Site Surveys ??? Programmable Logic Controllers (PLC) Mapping ??? Software Integration ??? Paladin Foreseer and Bundled Software Licenses ??? Paladin Plug in Module - Crystal Reporting ??? Paladin Plug in Module - Arc Flash Energy ??? Paladin Designer Software, License ??? Enterprise System (Paladin VI Enterprise Server Software, License, configuration and integration) ??? Ancillary Services (to include, Training) ??? Program Management ??? Logistics Support (to include, Help-Line Services) ??? On-Site Support ??? Documentation The Government is seeking a 3-year service warranty on the APMS Paladin V software and drives. This is a market survey to solicit statements of interest and capability to fulfill the Government's needs from all interested parties in regards to this requirement. The principle North American Industry Classification System (NAICS) code for this effort is 541511; Custom Computer Programming Services. In order to make this determination, the FAA requires the following information from vendors: 1. Statement whether the Government's needs can be met (per attached draft SOW) 2. Size and status of potential sources 3. Customary practices, including warranties The response(s) to this market survey will be used for informational purposes only. The survey is not to be construed as a screening information request (SIR), nor request for offer (RFO). As such, the FAA will not accept unsolicited proposals and assumes no liability for any cost associated with the submission of responses to the market survey.
