- Statement of Work for Software Quality Assurance Implementation 1. Background BWXT Pantex, LLC (BWXT Pantex), is under contract with the United States Department of Energy (DOE) to operate the Pantex Plant located approximately 17 miles northeast of Amarillo, Texas. As the Management and Operating (M&O) Contractor for the Pantex Plant, BWXT Pantex has the responsibility to operate the facilities in compliance with all local, state, and federal codes, rules, and regulations. 2. Scope The purpose of this Statement of Work is to procure the services of one (1) Software Quality Assurance Engineer for staff augmentation services. 3. Applicable Documents None 4. Requirements 4.1 Contract personnel must be physically fit to perform job functions as determined by medical evaluations. 4.2 Contract personnel shall have good communication and written skills. 4.3 Contract personnel may be un-cleared; however, preference shall be given to individuals who possess an active DOE Q or L clearance. 4.4 Contract personnel shall possess a Bachelor?s degree in Computer Information System and/or other degrees and certifications in related fields. 4.5 Contract personnel shall have skills in Software Quality Assurance, which include the following: 4.5.1 Technical writing 4.5.2 Oral and written communication 4.5.3 Interviewing techniques 4.6 Contractor shall have knowledge of Software Quality Assurance, which include the following: 4.6.1 Capability Maturity Model (CMM) 4.6.2 ISO-9001 4.6.3 Project Management 4.6.4 Software Metrics 4.6.5 Software Configuration Management 4.6.6 IEEE Software Engineering standards 4.6.7 Software Quality Life Cycle 4.6.8 Quality Control 4.6.9 Testing Methodologies 4.6.10 Risk Management 4.7 Contractor shall write documentation utilizing the following standard and templates, provided by BWXT Pantex: 4.7.1 Plant Standard Std-1875 (Issue 12) 4.7.2 Software SQA Plan Template 4.7.3 Software Requirements Template 4.7.4 Software Safety Plan Template 4.7.5 Software Design Template 4.7.6 Software Test Plan Template 4.7.7 Software Material List Template 4.7.8 Software Installation Template 4.7.9 Software User Documentation Template 4.7.10 Software Retirement Plan Template 4.8 Contract personnel shall audit existing documents for the following: 4.8.1 Completeness 4.8.2 Accuracy 4.8.3 Consistency and Usability 4.8.4 Ability to rapidly find specific information 4.8.5 Protection of confidential information 4.8.6 Compliance with documentation standards 4. Government-Furnished Property None 5. Government-Furnished Facilities BWXT-Pantex will provide all computer equipment and software, office space, and standard office supplies and services (e.g. telephone, pager) as needed to support the requirements of the project. Shuttle and limited on-site transportation services will be available to the contractor. No government property will be removed from the BWXT-Pantex site to complete the project work. 6. Schedule The period during which the contract personnel is anticipated to be on site is a maximum of two years depending on the need and availability of funding.
