Description
The United States Special Operations Command, Technology Application Contracting Office, has a requirement to provide on-site resource management support to the Technology Applications Program Office Business Management Division in support of acquisition, integration and sustainment programs at Ft. Eustis, VA. Expertise is required for planning, analyzing and executing Research Development Test Evaluation (RDTE), Procurement, TAPO Office Operation and Maintenance Defense (OMD), and TAPO Reimbursable Customer programs in accordance with the below specifications. Responsibilities: a. Establish and maintain procedures that will enable the program to liquidate all outstanding obligations as well as all unliquidated obligations. b. Input into, and retrieval of information from the SOMARDS accounting system. Reconcile and update program within the SOMARDS accounting system to official accounting records. c. Process funding documentation. d. Prepare spend plans, execution reviews, briefings and end of month reports. e. Maintain Funding Authorization Document (FAD) tracking for all appropriations received by TAPO Business Management Division. f. Establish and maintain procedures to monitor government IMPAC card program. g. Commit, obligate and reconcile funds. h. Track Funds Authorizations Documents for all appropriations to ensure timely responses. i. Develop and maintain procedures that will enable the program to record, track, analyze and report on the status of commitments, obligations, expenses and disbursements for multi-year Investment and Operation Maintenance appropriations. j. Prepare budget justifications, develop budget guidance; assist in the development of budget briefings, develop and update briefings to be used during execution reviews. k. Follow up on required actions. l. Provide support as it relates to preparation and review of program documentations, including resource management manuals, SOPs and reports. Education and Experience Requirements: a. Minimum of 2 years experience working in accordance with Defense Finance and Accounting (DFAS) policies and procedures. b. Minimum of 2 years experience working with Standard Operations and Maintenance Army Research and Development System (SOMARDS) or similar systems such as DCAS, MicroBAS, STANFINS or CBAS. c. Minimum of 2 years financial management experience that required tracking and management of large number of unliquidated obligations (ULO), negative unliquidated obligations and outstanding commitments in multiple federal appropriations. d. Minimum of 2 years financial management experience that required management and execution of complex programs with large numbers of outstanding commitments and obligations in OSD Major Force Program (MFP) P11 Special Forces appropriations, specifically RDTE, Procurement, Operations and Maintenance and DERF is highly desirable. e. Bachelors degree in an accounting or business field is desirable. f. Requires at least a Secret clearance or interim Secret security clearance. Responses and resumes are requested for this requirement, and are due by 2PMest on 16 July 2007. The anticipated award of this effort is on or before 1 August 2007. This effort is set-aside for small business concerns, and the Government reserves the right to award against an existing contract for this effort.
