Description
PRESOLICITATION NOTICE ADVISORY MULTI-STEP PROCESS. Please read this entire notice carefully as it constitutes the only notice that will be issued regarding the National Geospatial-Intelligence Agency (NGA) New Campus East (NCE) Deployment Planning and Execution (NGA NDPE) Advisory Multi-Step Process. NGA intends to award a competitive unrestricted Cost Plus Award Fee (CPAF) contract to a contractor/contractor team with the proven ability to plan, integrate, organize, synchronize and execute a complex sustained, classified move of equipment, materials and 8,500 personnel from six geographically dispersed locations as directed by the 2005 Base Realignment and Closure (BRAC) Act and several non-BRAC locations in the Washington D.C. metropolitan area to a single new campus located in Springfield VA. The successful contractor must demonstrate the ability to plan and execute the simultaneous relocation of agency missions, resources, and personnel. The Government anticipates that the majority of this effort may be performed under NAICS code 541614, Process, Physical Distribution, and Logistics Consulting Services. All documents applicable to this pre-solicitation notice will be available via the Internet at www.fedteds.gov . Interested parties are invited to respond to this Presolicitation Notice, which is issued following the procedures described under FAR 15.202 entitled "Advisory multi-step process". The result of this pre-solicitation notice will help determine if sources capable of satisfying the agency's requirements exist. Additionally, it is not the Government's intention to enter into a contract based on this notice or otherwise pay for information solicited. This is not a Request for Proposal (RFP). This is a pre-solicitation for planning purposes only, and shall not be construed as a solicitation or as an obligation on the part of the NGA. NGA will not accept unsolicited proposals in response to the subject of this request for capabilities statements. Please ensure the Request for Capability Statement (RFC) number AC-NCE-02 and program title (NGA NDPE) is referenced on all correspondence. Telephone requests for this Presolicitation Notice will not be honored and no prospective Offerors list shall be maintained. ADVISORY MULTI-STEP PROCESS: This advisory multi-step process is divided into two (2) steps. Step 1 consists of the submission of the Contractor Capability Statement, agency evaluation of the capability statement, and subsequent advisory notification to contractors of their likelihood of being a viable competitor. Step 2 consists of the solicitation, conducted in accordance with FAR Part 15, Contracting by Negotiation, under the Federal Acquisition Regulation (FAR). This Step will be initiated by issuing a formal RFP in the near future. Due to the short timeline associated with the NCE schedule and the classification of geospatial intelligence data sources, systems and methodologies, prospective contractors must presently possess adequate cleared facilities, IAS systems, and personnel capable of handling and processing TS/SI/TK data. STEP 1: SUBMISSION OF CONTRACTOR CAPABILITY STATEMENT, GOVERNMENT EVALUATION AND ADVISORY NOTIFICATION: This step includes submission of the Contractor Capability Statement followed by Government evaluation and advisory notification. The program Draft Statement of Objectives (SOO) is attached for the purpose of providing background information required to participate in this acquisition. Please note the SOO is a draft and may be changed substantially. Please note that no questions will be accepted during Step 1. The capability statement Evaluation Criteria are included in this announcement. A. Submission of Contractor Capability Statement: Interested contractors are invited to submit a Capability Statement describing the information requested in the Contractor Capability Statement Instructions below. Contractor Capability Statements must be submitted electronically to Paula.J.Ireland@nga.mil and Joyce.M.Jennings@nga.mil no later than 2:00 PM, EDST July 20, 2007. Responding to this requirement will require a significant effort on the part of the contractor to propose to the Government. It will also require a substantial effort on the part of the Government's evaluation team to evaluate an array of different approaches or solutions. It is the Government?s intent through the use of the advisory multi-step process to limit the number of contractors that will go through the time, expense, and effort of developing proposals to those that are deemed most qualified. Contractors contemplating competing for this contract award are asked to carefully review the attached Draft SOO and the Capability Statement Evaluation Criteria contained in this announcement to make a realistic self-assessment as to whether your organization has the experience and capacity to compete. B. Government Evaluations: The Contractor Capability Statement will be evaluated based upon the areas and criteria identified in the Contractor Capability Statement Instructions and Evaluation Criteria section. The Government will complete the Step 1 advisory multi-step process without communicating with the contractors who provide submissions. C. Advisory Notifications: NGA will issue an advisory notification stating that the respondent, based on the information submitted, is likely or unlikely to be a viable competitor. NGA will advise respondents considered not to be viable competitors of the general basis for that opinion. Notwithstanding the advice provided by the Government in response to their submissions, all respondants may participate in the resultant acquisition. CONTRACTOR CAPABILITY STATEMENT INSTRUCTIONS: The Government expects a capability statement only from qualified prime contractors. NGA requests that potential sub-contractors or partners refrain from submitting capability statements. Refer to the Draft SOO for an overview of the Government initiative. Firms should respond to the Presolicitation Notice by addressing the topics listed below. Page Count: Page size shall be 8.5 by 11 inches. Margins shall be set at one inch on top and bottom and both sides. Minimum type size shall be 12 point Arial standard font with single spacing (not to exceed 46 lines per page). Submissions must be submitted in Microsoft Word 2000 (or newer version). Total page count of the capability statement shall not exceed fifteen (15) pages. SUBMISSION FORMAT: The contractor shall submit the capability statement response and information in the order of the topic areas; 1) Corporate History/Overview, 2) Experience, and 3) Technical Capability. All responses shall be addressed in the order listed below. 1. Corporate History/Overview: Provide a brief description of your company, primary service area, total number of employees, number of personnel cleared at the TS/SI/TK level as a percentage of employees, number of employees available to work this effort based on current workload, and viability in support of the NGA NDPE program requirements. Indicate the extent of subcontracting, if any, to include the number of subcontractors that would be necessary to support this effort. The contractor must be able to demonstrate its ability and capabilities to support the requirement described in the SOO. 2. Experience: A) Briefly describe your company?s experience in managing a program of the size and scope of the NDPE program. B) Briefly describe your company?s experience in preparing and integrating information/data into a master schedule. C) Briefly describe your company?s experience writing a Performance Work Statement (PWS) and Quality Assurance Surveillance Plan (QASP). D) Briefly describe your company?s experience developing communications plans for a multiple location, complex move of a similar size and scope to the NCE NDPE. 4. Technical Capability: Identify your company?s capabilities in the following technical areas. To be successful, the contractor must be able to demonstrate its ability and capability to support: A) Development of a master deployment plan. B) Property accountability, inventory control and the handling of classified material. C) A classified move of 8,500 personnel and mission over a 12-15 month period. D) Describe your current facilities and Information Applications and Systems (IAS) capable of handling and processing TS/SI/TK data. STEP 1 - CONTRACTOR CAPABILITY STATEMENT EVALUATION CRITERIA The Government evaluation will focus upon the degree to which the contractor has completed the planning, implementation and execution of efforts of similar size and scope to the NGA NDPE. The contractor?s capability submission must indicate that it can provide and perform the majority of the NGA NDPE planning, implementation and execution (not ancillary tasks) as the Prime contractor. The Contractor Capability Statement will be evaluated based upon the areas identified in the Contractor Capability Statement Instructions and as indicated in the Evaluation Criteria section below. 1) Corporate History/Viability. Evidence of ability to provide an adequate number of cleared personnel at the TS/SI/TK level and demonstrated ability and capability to support the requirements of the Statement of Objectives (SOO). 2) Experience: Demonstrated experience in planning and implementing a relocation effort relative to the size and scope of the NDPE program. Specific areas of experience includes complex communications planning to internal and external stakeholders; developing a performance work statement (PWS) including metrics and standards, and developing and maintaining a dynamic complex master schedule. 3) Technical Capability: Significant and demonstrated evidence that the contractor can provide and perform the majority of the NGA NDPE planning, implementation and execution (not ancillary tasks) as the Prime contractor with a proven track record of success in developing, implementing and executing a deployment plan. The contractor must demonstrate the capability to relocate a cadre of 8,500 people and classified material from several locations to the NCE facility located in Springfield, Virginia. The contractor must demonstrate the capability to create and manage an accountability and inventory control process for all classified and unclassified material. A pre-solicitation conference will be held on Tuesday, 31 July 2007 in support of the New Campus East (NCE) Deployment effort. The conference is being held at Scitor Chantilly 2, 14672 Lee Road, Chantilly, VA 20151. There will only be ?one session? conducted for this conference. It will take place in the morning from 9:00 AM until 12:00 PM. You will receive a Registration Confirmation by return e-mail upon completion of your on-line registration. Be sure you properly register and that your email address is correct. Registration: Registration for the conference must be accomplished on-line via the Acquisition Research Center (ARC) UNCLASSIFIED internet site at https://arc.westfields.net by NLT 1200 Noon, EDST, 23 July 2007. Due to space constraints, each company/business is limited to three (3) representatives. Directions are available upon registration. Individuals who plan on attending the pre-proposal conference: (1) must Complete the on-line registration by NLT 1200 Noon EDST, 23 July 2007; (2) this is an unclassified conference and clearances do not need to be passed.
