- The purpose of this pre-solicitation notice is to announce the use of the FAR 15.202 Advisory Multi-Step Process in connection with a planned requirement for Computer Assisted Maritime Threat Evaluation System. In accordance with FAR 15.202, FISC Norfolk invites potential offerors to submit information that will allow the Government to advise offerors about their potential to be viable competitors for the planned requirement. The Government will evaluate offerors responses in accordance with the criteria described below, and then advise offerors either that they will be invited to participate in the resultant solicitation or that they are not likely to be viable competitors. Notwithstanding this advice, all offerors may participate in the resultant solicitation. The scope and purpose of the planned requirement is described in the attached statement of work. Offerors responses will be evaluated based on the following three criteria. 1. Demonstration of Current Product Capability a. Description of existing product(s)/software applications that will be applied, modified, or further developed to meet the current requirements of the Government for a Maritime Threat Evaluation System, to include the following: i. Current functional capabilities in accordance with the SOW ii. Current additional capabilities in addition to the SOW iii. Illustrations of the Graphical User Interface (GUI) 2. Application Development Plan a. Descriptions of the Offerors process to apply, modify, or develop the product(s)/software applications to meet SOW explicit and implicit requirements. b. Outline of proposed development methodology, including a proposed list of data sources and business rules. c. Description of functions, performance, and capabilities of the final delivered Maritime Threat Evaluation System, including: i. Functional capabilities in accordance with the SOW ii. Any additional capabilities in addition to the SOW 3. Past Performance Provide evidence of the use of existing product/software applications. Indicate who the customer is, the nature of the use of the product/software application, and the duration of the use. Offerors responses should include product literature and narrative. This material should be responsive to the stated criteria. The total amount of submitted material (product literature and narrative) should not exceed twenty-five (25) pages. The Government shall review each response in accordance with the criteria and provide a written response to each offeror. The proposed request for Advisory Multi-step Responses to (RFP) N00189-07-R-1522 is attached with a response date of 16 July 2007. Potential offerors are hereby notified that this announcement and subsequent amendments to this announcement will only be available by downloading the documents at http://www.neco.navy.mil or at http://www.fedbizopps.gov. This office no longer issues hardcopy solicitations. The Contracting Officer will provide the Multi-step Advice to potential offerors on or before 24 July 2007. Notwithstanding this advice, all offerors may participate in the resultant solicitation N00189-07-R-0032 as synopsized on or about 3 July 2007 with the latest amendment on 6 July 2007.
