- The Government intends to negotiate a Firm Fixed Price Contract for a Blood Culture Testing System, to include preventative maintenance, and test kits / reagents and media. The solicitation will be issued for Brand Name or Equal Items. The instrumentation shall provide the following: non-invasive technology; fluorescent sensor technology that allows for fully automated testing using continuous monitoring; advanced algorithms for individual bottle types to provide for rapid detection of pathogens in blood cultures; a data management system with barcode scanning capabilities for rapid entry of bottles into the system; utilize reagents that are ready to use as received (i.e., no reagent preparation required). The contractor shall provide, at no additional cost to the customer, an operator training slot each year for the duration of the contract. All expenses, including tuition, travel, room, and board, shall be incurred by the vendor. In addition, the vendor must provide 2 4-hour/7-day service coverage for the instrumentation for the duration of the contract. The proposed requirement will be awarded under a Firm Fixed Price contract, ?brand name or equal?. If items called for by this Request for Quote (RFQ) have been identified in the solicitation by a ?brand name or equal? description, such identification is intended to be descriptive, not restrictive, and to indicate the quality and characteristics of products that will be satisfactory. This requirement shall be procured in accordance with FAR 13.5, Test Program for Certain Commercial Items. The period of performance of the resultant contract will be for a base year with one (1) option period. The period of performance of the base year will commence on 01 October 2007. The customer is the Naval Medical Center, Portsmouth, Virginia. The work will be performed at the Naval Medical Center Portsmouth. The FSC Code is 6505 and the NAICS is 325412. Potential offerors are hereby notified that the solicitation and any subsequent amendments to the solicitatio n will only be available by downloading the documents at https://www.neco.navy.mil/ or at http://www.fedbizopps.gov, as this office no longer issues hard copy solicitations. It is anticipated that the solicitation will be posted on or about 18 July 2007. This office no longer issues hardcopy solicitations. By submitting a quote, the offeror will be self certifying that neither the principal corporate officials or owners are currently suspended, debarred or otherwise ineligible to receive contracts from any Federal Agency. The Contracting Officer reserves the right to conduct verbal or written discussions with respect to other than price with the offerors at anytime prior to award. The prospective awardees must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make the contractor ineligible for award.
