Description
1. CONTRACT INFORMATION: This contract is being procured in accordance with the EFARS Sub-Part 19.5, Set-Asides for Small Business. The North American Industry Classification System (NAICS) Code is 541330. Size standard is $6.5 Million Dollars. The number one (1) ranked small bu siness firm will be selected for negotiation based on demonstrated competence and qualifications for the required work. The length of the contract is a maximum of 36 months and will not include option periods. The total capacity of the contract will not exceed $ 3,000,000-EFARS 36.601-3-90(b). Task Orders will be issued by negotiated firm-fixed-price task orders and will b e negotiated and issued under the terms and conditions of this Indefinite Delivery Contract. The Government shall be under no obligation to issue any particular number or types of orders and no liability to the contractor shall be incurred in the event tha t a certain number or types of orders are not issued; however, the Government guarantees a minimum ordering obligation as $35,000 for the basic contract NOTE: This is a minimum ordering obligation; NOT a minimum payment. Contractor shall only be entitled to breach of contract damages, i.e., anticipated profit for an order of this amount and provable standby costs in the event that the Government does not i ssue orders for the value of the minimum-ordering guarantee. Labor rates for each discipline, overhead rates and escalation factors for each calendar year will be negotiated in the basic contract. Escalation factors will be negotiated and applied to the 2nd and 3rd time periods of the contract. Each time period wil l consist of 365 calendar days. Concentration of work will be for the NY District but can include anywhere throughout the North Atlantic Division region. The selected small business A-E firm will need to demonstrate capability to perform at least 50% of the contract work listed below in accordance with EP 715-1-7, Chapter 3-8 (2) c which can be found at http://www.usace.army.mil/publications/eng-pamphlets/e p715-1-7/toc.htm In particular, in order to be awarded a small business contract the concern must agree that: In the case of a contract for services (except construction), at least 50% of the cost of contract performance incurred for personnel must be expended for employee s of the prime firm as required by FAR 19.508(e) and 52.219-14. A HUBZone small business concern agrees that in the performance of the contract, in the case of a contract for services (except construction), at least 50 percent of the cost of personnel for contract performance will be spent for employees of the concern or employees of other HUBZone small business concerns. In order to be awarded a SDVOSB SA contract the concern must agree that: In the case of a contract for services (except construction), t he SDVO SBC spends at least 50 percent of the cost of the contract incurred for personnel on the concerns employees or on the employees of other SDVO SBCs. In accordance with FAR 52.244-4 Subcontractors and Outside Associates and Consultants (Architect-Engineer Services) (Aug 1998), the following applies: Any subcontractors and outside associates or consultants required by the Contractor (prime A-E firm) in connection with the services covered by the contract will be limited to individuals or firms that were specifically identified and agreed to during nego tiations. The Contractor shall obtain the Contracting Officers written consent before making any substitution for these subcontractors, associates, or consultants. If a substitution is necessitated by illness, death, or termination of employment for whatever reason, the selected A-E firm shall notify the Contracting Officer in writing within 15 calendar days after the occurrence of any of these events and provide th e following information to the Contracting Officer: Required information for substitutions necessitated by illness, death, or terminati on of employment for whatever reason: The contractor shall provide a detailed explanation of the circumstances necessitating the proposed substitutions, complete resumes for the proposed substitutes, and any additional information requested by the Contrac ting Officer. Proposed substitutes should have comparable qualifications or better qualifications to those of the persons being replaced. The Contracting Officer will notify the contractor within 15 calendar days after receipt of all required information of the decision on substitutions. Approximate award date: March 2008. The wages and benefits of service employees (see Far 22.10) performing under this contract must be at least equal to those determined by the Department of Labor under the Service Contract Act, as determined relative to the employees office location (not of the location of the work). To be eligible for a contract award, a firm must be registered in the DoD Central Contractor Registration (CCR). Register via the CCR Internet site at http://www.ccr.gov or by contacting the DoD Electronic Commerce Information Center at 1-800-334-3414. The A-E firm selected for this contract will be responsible to utilize the Army Contractor Manpower Reporting (CMR) system and will be required to report certain information to the Army CMR system. The selected A-E Firm will need to be familiar with the Architect-Engineer Contract Administration Support System (ACASS). The ACASS system is a web-base application that is accessed via internet website, http://cpars.navy.mil/ 2. PROJECT INFORMATION: A-E services may include but are not limited to the following: Design of new construction and renovation projects, conduct planning and design charettes, studies (to include value engineering studies), site work and site utility design, development of des ign criteria for design-build RFPs, and explosive safety design, anti-terrorism/Force Protection procedures, LEED Green Building Sustainable design, Cold Weather Design, knowledge of the with N.Y. State Historical Preservation Office (SHPO), geotechnical reports, topographic surveys, wetland delineation and mitigation. Preparation of contract drawings, technical specifications, design analyses and cost estimating using the latest version of M-CACES, PACES and MII [M2] software. Construction phase and other services that may include preparation of operation and maintenance manuals, shop drawing review, design during construction, site visits and commissioning/start-up/fit-up design support could be included as options on task orders. CADD and GIS deliverable s may also be required. Deliverables in Micro station or AutoCAD format and Building Information Modeling (BIM) will be required. Preparation of CADD drawings shall be prepared in accordance with the Architectural/Engineering/Construction (A/E/C) Compute r-aided standard version (CADD). Examples of potential repair or renovation projects include: Whole building renovation, repair or replacement of architectural elements, building seismic upgrades; force protection upgrades, repair or replacement of mechanical, electrical or fire protectio n/detection systems; asbestos and lead abatement services related to building renovation or demolition; renovation of historic structures, research and development facilities and Academic Facilities. Examples of new buildings and or structures includes: Vehicle maintenance facilities, administrative facilities, industrial facilities, ranges, training facilities, pavements/hardstands, barracks/dorms, dining facilities, Research and Development facilitie s, Academic Labs, Academic Facilities. Projects designed under these contracts may require designers to obtain security clearances as well as having physical security measures in place before a firm can do the work. Security clearances are not required at the time of selection or award of a contract. 3. SELECTION CRITERIA: The selection criteria are listed below in descending order of importance (first by major criterion and then by each sub-criterion). Criteria a-e are primary. Criteria f-h are secondary and will only be used as tiebreakers among technically equal firms . Primary Selection criteria: a. Specialized experience and technical competence in: 1. Demonstrate ability to prepare Design-Bid-Build construction documents and develop design criteria for Design Build RFP documents for new buildings and structures similar to the categories listed in paragraph 2 Project Information. Projects completed be fore Jan 2001 will not be considered. The basis for the evaluation will be based on the information in Section F of the SF 330. 2. Demonstrate ability to prepare site & infrastructure design for construction and renovation projects for military work and other non-military government agencies, similar to the categories listed in paragraph 2 Project Information. Projects completed before Jan 2001 will not be considered. The basis for the evaluation will be the information in Section F of the SF 330. 3. Demonstrate experience in sustainable design, using either the Sustainable Project Rating Tool (SPiRiT) or LEED Green Building Rating System. The basis for the evaluation will be the information in Sections E & F of the SF 330. 4. Demonstrate experience with Antiterrorism/Force Protection measures. The basis for the evaluation will be the information in Sections E, F and H of the SF 330. 5. Demonstrate ability to conduct, planning and design charettes, studies (to include value engineering studies), similar to the categories listed in paragraph 2 Project Information. Projects completed before Jan 2001 will not be considered. The basis fo r the evaluation will be the information in Section F of the SF 330. 6. Demonstrate ability to prepare cost estimates in the latest version of M-CACES and have experience in MII [M2] software and PACES. The firm shall demonstrate how cost estimating procedures is included in the development of the design and how market con ditions are included in the construction cost estimate. The basis for the evaluation will be the information listed in Sections E, F and H of the SF 330. 7. Demonstrate experience in cold weather design. The basis for the evaluation will be the information in Sections E, F and H of the SF 330. 8. Demonstrate ability to prepare construction phase and other services that may include preparation of operation and maintenance manuals, shop drawing review, and commissioning/start-up/fit-up design support, similar to the categories listed in paragraph 2 Project Information. Projects completed before Jan 2001 will not be considered. The basis for the evaluation will be the information in Section F of the SF 330. 9. Demonstrate experience with N.Y. State Historical Preservation Office (SHPO). The basis for the evaluation will be the information in Sections E, F and H of the SF 330. b. Qualified registered professional personnel in the following key disciplines: (1) Project Manager (Registration or PE Required) (2) Quality Control Manager (3) Architecture (Registration Required) (4) Structural Engineering (PE Required) (5) Civil Engineering (PE Required) (6) Mechanical Engineering (PE Required) (7) Electrical Engineering (PE Required) (8) Fire Protection Engineering (PE Required) (9) Force Protection Specialist (Required Training see description below) (10) Cost Engineering (Certification Required) (11) Geotechnical Engineering (PE Required) (12) Lead Inspector/Risk Assessor (Certification Required, see below) (13) Asbestos Inspector (Certification Required, see below) (14) Certified Industrial Hygienist (Certification Required, see below) (15) Licensed Interior Designer (Registration Required, see below) (16) Historical Architect (Registration Required ) (17) Land Surveyor (Registration Required) The evaluation will consider education, registration, and training and overall and relevant experience using information from Section E of the SF 330. The SF 330 includes a matrix in Section G showing experience of the proposed lead designers on the proje cts listed in Section F of the SF 330. All senior level employees for all disciplines listed above are required to be registered/licensed/certified in their discipline. Requirements for Certified Industrial Hygienist are shown on the following web link: http://www.abih.org/certified/applicants/requirements.html The training and certification requirements for both Lead Inspector/Risk Assessor and Asbestos Inspector are located on the following link: http://chppm-www.apgea.army.mil/ihfs/AsbestosList.aspx Qualifications for Force Protection Specialists: Individuals that are clearable to Secret Clearance and above, experience and training in Anti-Terrorism(AT)and Force Protection, physical security, secure systems designs, AT courses, experience in writing and maintaining AT Plans, facilitating threat working groups, working with civilian and military officials, conducting evacuation plans, familiar with DoD/DHS AT programs and requirements, conducting vulnerability assessments, risk analysis, target hardeni ng and related duties. c. Demonstrate ability to produce quality designs. Evaluation will be based on the firm's design quality management plan (DQMP) and will consider the management approach, coordination of disciplines, management of subcontractors and quality control procedu res. The basis for the evaluation will be the information in Section H of the SF 330. d. Demonstrate the capability to perform at least 50% of the contract work in accordance with EP 715-1-7, Chapter 3-8 (2) c which can be found at http://www.usace.army.mil/publications/eng-pamphlets/ep715-1-7/toc.htm e. Past Performance on DoD and other contracts with respect to cost control, quality of work and compliance with performance schedules, as determined from references, other sources and ACASS. Letters of recommendation from customers addressing your firm s cost control, quality of work and schedule compliance capabilities may be included in Section H of the SF 330. Letters should be for projects of a similar nature and shall be no older than three years to be considered. f. Knowledge of local conditions within New York and New Jersey, specifically regarding climatic conditions and cold weather design, (key disciplines: architect, mechanical, civil); local construction methods (key disciplines: architect, structural, ge otechnical, civil); and local construction climate impact on cost estimating (estimator). Evaluation will look at the specific experience of the listed key discipline lead designers (one per discipline) as stated in Section E of the SF 330. More New York and New Jersey projects listed, the higher the rating. g. Capacity to initiate work and complete within the time parameters of the project. The evaluation will consider the availability of an adequate number of personnel in the following key disciplines: architect; mechanical; electrical; civil; structura l. The evaluation will look at the number of employees listed in Part II of the SF330 to evaluate the overall capacity of the team. Include a Part II form of the SF 330 for each firm and each office of each firm that is part of the prop osed team. Secondary Selection criteria: f. Geographic Proximity to NY District boundaries. g. Volume of work previously awarded to the firm being evaluated by the Department of Defense (DOD). 4. SUBMISSION REQUIREMENTS: Interested prime firms having the capabilities to perform these services must submit three (3) copies of a comprehensive SF 330 (06/2004 edition), which includes all sub-consultants information. The SF 330 can be found on the following GSA web site: http: //www.gsa.gov/Portal/gsa/ep/home.do?tabId=0 .The forms can be downloaded into a .pdf file type. Each key office on the team should indicate a DUNS # in Block 4 of Part II of the SF330 Include the prime firms ACASS number in Block H, SF330. For ACASS information, call (503) 808-4590. The total number of pages for the entire SF 330 is limited to 90 pages, not including section dividers. Section E is limited to 40 pages. Each page shall be numbered. Section dividers do not count towards the page total.
