- Synopsis: This pre-solicitation notice announces the Governments intent to solicit capable, qualified vendors and award a contract for commercially available, performance-based technical services supporting the Standard Army Management Information Systems (STAMIS) services. This requirement calls for help desk support services for the STAMIS project in the Republic of South Korea. The help desk location will be Camp Henry, Daegu City, South Korea. However, technical support will be required at various locations i n South Korea. A minimum of one year STAMIS help desk experience is required of the contractor. Personnel utilized for the help desk shall obtain and hold a Top Secret security clearance during the performance of the contract. This is a Pass/No Pass two-step acquisition process. STEP ONE requires submission of a (1) performance work statement built from the Statement of Objectives contained in the solicitation, (2) three references who will respond regarding your Past Performa nce on STAMIS experience, capability, and technical qualifications as they related to: Professional qualifications necessary for satisfactory performance of required services; Specialized experience and technical competence in the type of work required an d performed; Past performance on contracts with Government agencies and private industry in terms of quality of work, and compliance with performance schedules, and (3) a narrative (five pages or less) describing your experience, current capability, and t echnical qualifications as they may relate to the ability to perform under this contract. The performance work statement in STEP ONE must be determined acceptable before passing to participate in STEP TWO. Also, all references contacted must submit an acceptable response for past performance on STAMIS experience, capability, technical qualifications to continue to Step Two. (If references cannot be contacted using reasonable efforts, a non-acceptable rating will be entered). Narratives are not exa mined for Pass/no Pass. STEP TWO calls for submission of prices. Submission of the lowest price will be considered for award of a contract. The contract contemplated is a firm-fixed price contract consisting of a basic period and two option years. The draft solicitation will be released on/about 11 July 2007. Questions must be submitted by 18 July 2007 followed by the release of the solicitation on 23 July 2007. STEP ONE submissions will be due by 31 July 2007. Intent is to award without discussions. Reference solicitation number W91QVN-07-R-0239.
