- THIS IS NOT A SOLICITATION NOTICE. As identified in the Special Notice posted 6 June 2007 a streamlined competition is being conducted for the Material Acquisition Services at Vandenberg AFB. As stated in the public announcement; the estimated contract cost will be based on market research and the agency cost estimate will be calculated in accordance with the circular using performance periods that will consist of a base year and four option years. Prospective service providers are advised that a solicitation (1) will not be issued if the estimated cost of contract performance is greater than the estimated cost of agency performance, or (2) will be issued if the estimated cost of agency performance is greater than the estimated cost of contract performance. This statement of need is being posted to solicit your input for Market Research efforts only. Please respond by 27 July 2007 with a Rough Order of Magnitude (ROM) for this project. Your ROM should include a base year (including phase-in costs) as well as 4, one-year option periods. Please submit your ROM inputs to Ms. Kimberly J.
