Description
The Department of Veterans Affairs has a requirement for Hotel Accommodations and Hotel services located in the geographic area of Atlanta, GA. The Department of Veterans Affairs is a federal agency and therefore exempt from any taxes. The tax exemption document will be provided upon award of the contract. The Department of Veterans Affairs, Veterans Benefit Administration, Office of Vocational Rehabilitation and Employment Services will be participating in the Contract Management Training Conference. The breakdown for hotel accommodations are estimated as follows: Sleeping Rooms: Sunday 9/9 (5); Monday 9/10 (65); Tuesday 9/11 (65); Wednesday 9/12 (65); Thursday 9/13 (65); Friday 9/14 check out. Based on the breakdown described, the total rooms requested are 265 each. PAYMENTS FOR ROOMS SHALL BE VIA PURCHASE ORDER. Meeting Space: All meeting space must be provided on-site. General Session: Meeting space for General Session to be held on a 24 hours basis starting with setup for room and AV equipment on Monday September 10, 2007 beginning at 9:00 am through Thursday, September 13, 2007 ending at 8:00 pm. Set for 65 in half-round table seating for 4-5. Ice water and glasses provided on each table with writing pads and pens with daily room refresh and cleaning. A podium will also need to be provided in the meeting space. The General Session meeting room (Monday, September 10, 2007 until 8:00 pm on Thursday, September 13, 2007) must include a podium and additional space for audio/visual front screen projection (additional A/V equipment will be needed, to include; two wireless microphones, screen, laptop with DVD player and LCD). The General Session room must be without pillars/post to obstruct view, able to contain two six-ft tables for AV equipment and one laptop computer in the back of room, and persons with mobility impairment are able to maneuver between the tables. An additional room for communications, meeting and storage is also needed. This room should be able to hold five staff members and supplies needed for conference. Hospitality/Registration Area: Starting on Monday, September 10, 2007 at 12:00 noon (setup) through Thursday, September 13, 2007. Preference is for hospitality/registration table to be outside the General Session room. There should be two six-ft tables with skirting available with two to three chairs and a large trash can. PAYMENT FOR MEETING SPACE AND RENTALS SHALL BE VIA SEPARATE PURCHASE ORDER. The following are the hotel requirements for this solicitation; all rooms must be individual /private sleeping rooms with toilet facilities smoke free and at per diem rate or lower for Atlanta, GA. Accessible rooms should be available for individuals with disabilities. ALL offerors submitting quotes for this requirement must include Duns and Bradstreet Number and indicate whether or not their agency is registered in the Central Contractor Registration (CCR). All offerors must include the RFP number on their proposal; otherwise your proposal will be considered unresponsive. The website for CCR is www.ccr.gov. Also, the offeror must be in compliance with the American Disability Act (ADA). Additional hotel requirements are: No more than 20 miles from the Hartsfield-Jackson Atlanta International Airport; No penalty for rooms not used; Hotel must have availability to lodge all participants in one hotel; Hotel must be able to provide onsite 24 hour security; Must have available onsite parking; Onsite swimming pool; In room internet access; On site gift shop; Provide shuttle service to and from the airport and area activities no more than eight mile radius of hotel; Restaurants within 10 blocks of the hotel; Easy access to onsite Hotel Representative during business hours; Access to business center. Hotel agreements shall use the best value procurement method in the acquisition of hotel accommodations, commodities and services. The contracting group issuing the solicitation document shall, in cooperation with the user or using office(s), determine what criteria shall be used in the evaluation of offers received for the award of contract. The award contract shall be a contracting officer's decision based on varying factors such as price, location, etc. The Department of Veterans Affairs will only accept proposals from hotels. Proposals from third parties, brokers, or event planners cannot be considered. In developing the proposal, the Offeror shall comply with the requirements stated in this solicitation by answering YES or NO to each requirement as listed above. THE GOVERNMENT INTENDS TO AWARD WITHOUT DISCUSSIONS. Therefore, each offeror is urged to examine this request for quote in its entirety and to ensure that their quote contains ALL necessary information, provides ALL required documentation, and is complete in all aspects. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
