Description
DESCRIPTION: AUTHORIZATION TO PROCEED WITH CONTRACTING OF THIS PROJECT IS SUBJECT TO THE AVAILABILITY OF FUNDS. FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS REQUIREMENT. NO AWARD WILL BE MADE FOR THIS PROJECT UNTIL FUNDS ARE AVAILABLE. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL AT NO COST TO THE GOVERNMENT. The Department of Veterans Affairs, Illiana Health Care System (HCS), located in Danville, Illinois is seeking the services of a qualified Architectural Engineering (A/E) firm for the Install Panic Alarms, Renovate Room 125A and Upgrade 103-7, Project Number 550-07-125. The project will include design work for the following: a. Install panic alarms, Building 103, Rooms 102E, 103E, 119B, 120B, 121B, 122B, 123B, 133B, 143B, 144B, 145B, 146B, 147B, 148B and 158B; b. Renovate Room 125A, Building 103 to act as the primary laundry room for Ward 7; c. Upgrade Building 103, Ward 7 to increase the amount of space utilized for visitors, upgrading patient rooms to include individual bathrooms, renovate room 125A to act as the primary entry point for Ward 7, install new handrails, doors, door handles, install new flooring, renovate an area for use as a community computer room; d. Prepare 100% complete working drawings and contract documents using VA Master Specifications (http://www.va.gov/facmgt/standard/spec_idx.asp ) to complete the work specified above. The estimated construction range is between $100,000 and $250,000. Design reviews will be due at 35%, 65% and 95%. Final submission shall be due in 75 calendar days from notice to proceed. Selection criteria shall be in accordance with Federal Acquisition Regulation (FAR) 36.602-1 and Veterans Administration Acquisition Regulation (VAAR) 836.602-1. All interested firms are required to submit two (2) recent completed Standard Form (SF) 330, Architect-Engineer Qualifications (can be downloaded from the GSA Forms Library at: http://www.gsa.gov/Portal/gsa/ep/formslibrary.do?formstype=SF ), to: VA Illiana HCS, Attn: Project Section (138), 1900 E. Main St, Danville, Illinois 61832, no later than 3:00 p.m. (Local Time), Monday, Aug 6, 2007. Solicitation VA-251-07-RP-0104 has been assigned and should be referenced on all correspondence regarding this announcement. In accordance with FAR 19.10 - Small Business Competiveness Demonstration Program, this acquisition is set-aside for emerging small business. NAICS Code 541330, Engineering Services, Size Standard of $4.5 million is applicable to this acquisition. The size standard for a firm to be considered as an Emerging Small Business is no greater than 50 percent of $4.5 million. Service Disabled Veteran Owned Small Business and Veteran Owned Small Business firms under the applicable NAICS Code above are encouraged to submit their qualifications. Interested firms are reminded that, in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the Central Contractor Registration (CCR) database prior to award of a contract. This is NOT a Request for Proposal and a solicitation document does not exist. Award is contingent upon the availability of funds. Faxed or emailed documents will NOT be accepted.
