Description
The Health Resources and Services Administration (HRSA) intends to issue a Request for Proposal (RFP) to solicit proposals for support of the Electronic Handbooks System (EHBs). EHBs, is a mission-important system that has been designed to ensure that grant projects are managed efficiently and in compliance with mandated Agency-wide and Federal policies, procedures and legislation. The system supports Planning and Announcement, Submission (Grants.gov Integration), Award and Negotiation, Post Award and Monitoring and Closeout phases, all of which span program administration and monitoring, grant administration, management reporting and performance measurement collection and analysis. HRSA EHBs standardize and streamline the aforementioned program and grants management phases using more than 35 discrete role-based handbooks. Each EHB features a self-documented and self-tutoring, Section 508-compliant user interface with workflow tasks, messaging and advanced search capabilities. HRSA EHBs also include more than 35 summary and advanced crosscut reports with basic capabilities to filter, group, sort, and export the data to Excel. The reports aid various functions such as answering enquiries, giving access to system data, increasing accountability, and agency planning. This procurement will provide support to develop, maintain and enhance the EHBs by performing the following tasks: (1) Integration and end-to end implementation of the Project Management Module; (2) Requirement gathering and end-to-end implementation of the Closeout Module; (3) Requirement gathering and end-to-end implementation Property and Equipment Tracking Module; (4) Requirement gathering and end-to-end implementation of the Registration and Sites Module; (5) The enhancement of HRSA EHB Reporting Services Development, Modernization and Enhancements; (6) The development of Active Directory Integration utilizing the Microsoft Active Directory for authentication of all internal users; (7) The development and implementation of Internal Handbook Integration; (8) The development and implementation of GrantsSolution/GMLoB Integration; (9) The monitoring and support of HRSA EHB Production Support, Operations and Maintenance; (10) The development and implementation of training for staff utilizing EHBs; (11) The continued development and implementation of Bureau of Primary Health Care (BPHC) Information Management System; (12) Program Management Support; and (13) Formula Program Support OPTIONAL TASKS (14) The development, implementation and maintenance of a EHBs Backup Facility; (15) The development, implementation and maintenance of a Financial Analysis Module; (16) The development, implementation and maintenance of Reviewer Tools within the EHBs; (17) Requirement gathering and end-to-end implementation of a Health Systems Bureau Reporting Module;and (18) Requirement gathering, end-to-end implementation and maintenance of the Office of Performance Review Handbook The anticipated period of performance is twelve (12) month base period and four (4) twelve (12) month option periods (total 60 months). These services are being solicited subject to the availability of funds (See FAR clause 52.232-18).
