- In accordance with FAR subpart 13.106-1(b), the Centers for Disease Control and Prevention (CDC) intends to issue a sole source purchase order to The Nofer Institute of Occupational Medicine (NIOM), in Lodz, Poland. The purpose of this purchase order is to: (1) describe the spatial and temporal distribution of hazardous-substances emergencies; (2) describe the morbidity and mortality experienced by employees, responders, and the general public; (3) identify the risk factors associated with the morbidity and mortality; and (4) develop strategies to reduce subsequent morbidity and mortality; using the Hazardous Substances Emergency Events Surveillance (HSEES) system in Poland. Polish Government requires direct involvement of the appropriate agency for implementation of the surveillance project of this type. The agency required is NIOM. Interested parties who feel that they possess the capabilities to provide the services described above should submit a capability statement demonstrating their abilities to provide the services. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive requirement. A determination by the CDC not to compete this proposed contract, based upon responses to this notification, is solely within discretion of the government.
