- This solicitation is for 4 burn trailers that the Government has determined will be competed to small business with a size standard of 500 employees. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and written solicitation will not be issued. This solicitation is being issued as Request for Quotation (RFQ), number AG-91Z9-S-07-0009. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-17. NAICS code 336214 applies and small business size standard is 500 employees. BURN TRAILER SPECIFICATIONS: FRAME: 1-in x 3-in 31/4-in Wall Box Steel; TRAILER DECK: 4ft. x 8ft. 1/4 -in Expanded Steel; AXLE: Single 3,500 lbs torsion axle; FENDERS: 12-in x 36-in with step plates front & rear; HITCH: 2-in ball, standard hitch, w/tongue jack & two safety chains; TANK: 100-119 gallon stainless steel top fill w/cap; DRIP TORCHES: Western Fire or equivalent - 12 each w/brackets properly mounted and secured (6 per side); PLUMBING: Stainless gravity flow, 2 outlets separately controlled, with master shut off (all ball with 90 degree shutoff) designed to fill drip torches, shall be located at rear of tank; FUEL QUANTITY GAUGE: Fuel level indicator (tube type); PROTECTIVE COATING: Complete top and bottom, Rhino or equivalent (except tank); TOOL BOX: Aluminum, trunk style (compact truck size), mounted in front of tank; DOT LIGHTING: Turn signals, brake lights, marker lights, 7 way RV style plug; TIRES: 10 ply, 2 ea plus mounted spare. Trailers shall meet all California DOT standards for Hazardous Fuels. TOTAL QUANTITY OF 4. Awarded contractor shall provide trailer design to the Government for review/ approval before fabricating begins. Pricing shall be quoted on a price per unit, FOB destination to Mendocino National Forest Supervisors Office, 825 N. Humboldt Ave, Willows, CA 95988. Trailers shall be delivered to the Government within 8 weeks from the issuance of the Notice to Proceed. The FAR Provision 52.212-1, Instructions to Offerors - Commercial, applies to this solicitation. The FAR 52.212-2, Evaluation of Commercial Items applies. The specific evaluation criteria to be included in paragraph (a) of the provisions are (1) Price, (2) Relevant Past Performance, (3) Relevant Experience (4) Rough Technical Drawing submitted. Quoter shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer.
