Descriptions and Specifications CLAUSES INCORPORATED BY FULL TEXT Statement of Work: Vendor to repair / correct any discrepancies found during inspections ( i.e. vendor shall be responsible for total maintenance of all equipment listed in this solicitation.). All repairs / inspections shall be warranted for a minimum of 30 days. In the event of battery failure, vendor will be required to repair / replace failed batteries. ? CLIN 0001 (Battery Back-up System) ? Provide onsite maintenance to the battery backup system(s) (UPS) supporting the Telephone Switch at the Naval Medical Center Portsmouth, VA. UPS manufactured by ATT / Lucent; model # FR150-48U, lineage 2000 ECS-12U; serial # FR150-48U. ? Maintenance will be performed during normal work hours (0700-1630) Monday ? Friday (except Federal Holidays). Contractor will be required to provide all necessary tools, meters and measuring devices necessary. Note, in the event that any specialty equipment is required (lap top computer, oscilloscope etc.) contractor shall provide these items also. ? Contractor shall provide two (2) scheduled preventative maintenance inspections / repairs. These PM?s shall be scheduled for the months of January and June of each contract / option year. Contractor shall contact the Telecommunications office 2 weeks prior to PM to schedule date and times of inspection. ? Contractor shall perform PM?s per accepted industry standards and manufactures recommendations. All safety and electrical codes must be followed including, JCAHO and NEC regulations. In addition to manufactures requirements the following items must be inspected / repaired: ? Adjust float voltages on the fifteen- (15) 50 amp 48 VDC Lineage 2000 rectifiers at the power system batteries to 52.08 VDC. ? Record individual cell voltages at the DC power system batteries to insure that they are 2.17 VDC +/- 05. (Required to maintain warranties and insure that the batteries will deliver the anticipated back-up reserve time.) ? Record battery room temperature (optimum temperature = 77 degrees F.) ? Test batteries under load by placing telephone system on battery back up for one-hour minimum. ? While the telephone power system batteries are under load, scan all battery connections with an infrared scanner. This test conducted to check for ?power robbing? loose connections. ? Correct any loose battery connections ? Check and adjust as necessary all DC power system alarm threshold levels. ? Ensure that DC power system alarms are received at the designated location(s). CLIN 0002 (UPS) Monthly Maintenance Procedures (to be performed by the Government) Procedure ? Check and record battery float voltage (15 minutes). Quarterly Maintenance Procedures Procedure (Note: There are 34 140ah 6 volt batteries connected in series.) ? Check and record individual 6 volt batteries for corrosion. (30 minutes) ? Check and record reference cell temperature. (10 minutes) Annual Maintenance Procedures Procedure ? Check individual battery float voltages. ? Inspect battery jars and stands. ? Inspect, clean, or replace safety vent funnel, if required. ? Check battery connections. ? Perform a 15 minute discharge capacity test using the system load (Note: manufacturer recommends discharge test if required). In addition to the battery manufacturers recommendations, the following maintenance procedures are requested: (1) Check and record percent of load on the 10kva UPS. (2) Check battery string voltage to insure it is floating at 230.52 VDC +/- 10VDC (3) Record individual 6 volt battery voltages for the 34 battery series connected string. Each should read 6.78 +/-.3VDC (4) Record battery room temperature, which optimally should be 77 degrees F. (5) Place the 10kva Liebert UPS system on battery back up for 15 minutes so as to test the batteries under load conditions. (6) While the 10kva Liebert UPS batteries are under load, scan all battery connections with an infrared scanner so as to insure there is no power robbing loose connections. (7) Correct any loose battery connections. (8) In sure that the 10kva Liebert UPS system alarms are received at the designated location(s).
