Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13 (not to exceed $100,000). This solicitation incorporates provisions and clauses in the Federal Acquisition Circular 2005-15. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Request for Quotes (RFQ) number is NT910713912KAR. The proposed procurement is a Total Small Business set aside. NAICS Code: 333315. Small Business Size Standard: 500 Employees. The U. S. Department of Commerce, National Telecommunications and Information Administration (NTIA), Institute for Telecommunication Sciences (ITS), requires a professional quality High Definition TV (HDTV) Video Camcorder. The HDTV video camcorder must fully support the 1080p HDTV standard and must have a CCD sensor with a minimum native resolution of at 1920 x 1080 pixels with minimum progressive scan frame rate of 29.97 frames per second (fps). Higher 1080p progressive scan rates up to 60 fps are desired and will be considered a plus when evaluating proposals. To meet low level light gathering requirements (i.e., high sensitivity), the CCD sensor(s) used by the camera must be either of the 3-chip 2/3 inch size (i.e., a separate 2/3 inch chip for each red, green, and blue color) or of the 1-chip 35 mm size (i.e., an approximately 4 times larger chip that is shared for all three colors). The CCD pixel values must be sampled with at least 12 bits of resolution and have an effective dynamic range of at least 66 db. Other requirements include uncompressed HD-SDI output with embedded audio (single link for 1080i/720p and dual link for 1080p), color LCD and EVF (Electronic View Finder) for on-camera viewing of the video picture, the ability to run on battery power (including battery and charger), and small size and weight less than 12 lbs (for portability). The HDTV camcorder must have the ability to record compressed native resolution 1080p video (without filtering) to an on-camera non-perishable format (e.g., tape, flash memory, RAID) with at least 40 minutes of contiguous recording capacity using a high quality video compression method (e.g., H.264, wavelet) with a bit rate of at least 140 Mega bits per second (Mbps). The HDTV camcorder must have the ability to record at least 4 channels of uncompressed digital AES/EBU broadcast quality audio (48 kHz) synchronous with the recorded video. The HDTV camcorder must have the ability to accept interchangeable lenses and must include at least one HDTV lens with a minimal zoom range of 18-50 mm (35 mm equivalent) at a maximum f-stop of 2.8. Other items that must be included are a tripod adaptor and shoulder pad. All technical questions must be submitted in writing to the Contracting Officer by fax or by e-mail before June 20, 2007. The required delivery is within 90 calendar days after receipt of order and shall be made F.O. B. Destination to NIST, 325 Broadway, Boulder, CO 80305. Award will be made based on price. Documentation that the camera meets the above specifications must be supplied and will be used only to determine product compliance with the Government's requirements.
