- Description
- The National Institute of Mental Health (NIMH) is soliciting proposals from qualified Small Businesses under the Small Business Administration's 8(a) Program (NAICS 541611) having the capability to provide the necessary services to organize conferences or meetings in order to bring together persons with the required expertise and/or perspective on the issues at hand. Similarly, it may also be necessary to disseminate information on agency policy/program issues and decisions to interested persons in the public and/or private sector. Conference and meeting planning/management services include responsibility for all logistical arrangements involved in planning and implementing a conference or meeting (including workgroups, review groups, expert panels, etc.) establishment of a conference/meeting agenda, development of a summary of the conference proceedings or meeting minutes, and evaluation of the conference/meeting effectiveness in reaching its intended goals/purpose. In addition to general conference and logistical support services, individual task orders may also involve: (a) scientific writing and editing services; (b) graphic design; (c) logistical support for exhibits/displays; (d) logistics involving multimedia; (e) literature searches; (f) transcripts; (g) honoraria/stipends; (h) travel arrangements; (i) site selection/conference facility; (j) meals and lodging; (k) informational material; (l) web based registration, web design development and management; (m) duplication/printing; (n) mailing and correspondence; (o) reimbursements for logistical arrangements; (p) reports and (q) database development related to logistical support services and information tracking and referral. The Contractor shall provide all of the necessary logistical support for NIMH conferences over a 5 year period. It is anticipated that two (2) separate performance-based, cost-plus-award-fee type contracts will be awarded. A two (2) year base contract with three (3) option years is contemplated. RFP No. NIMH-07-OD-002 is scheduled for electronic release on or about June 8, 2007 and the receipt date of proposals on or about July 9, 2007. The RFP may be accessed through http://www.fedbizopps.gov. It is the offeror's responsibility to monitor the above internet site for the release of this solicitation and amendments, if any. Please note that the RFP for this requirement will include the Statement of Work, Deliverables, Performance Based Standards and Measures, Reporting Requirements, Technical Evaluation Criteria and proposal preparation instructions. All information required for the submission of an offeror will be contained in the electronic RFP package. Following proposal submission and the initial review process, offerors comprising the competitive range will be requested to provide additional documentation to the Contracting Officer. All responsible SBA 8a certified sources are encouraged to submit a proposal that will be considered by the NIMH. This advertisement does not commit the Government to award a contract.
