Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation H92243-07-T-TC08 is issued as a request for quotation (RFQ) and is anticipated to result in a Firm Fixed Price (FFP) contract. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-16. The associated NAICS code is 611699 and small business size standard is $6.5 million. Line Item 0001: Surveillance/Counter-Surveillance and Force Protection Training for a maximum of 30 Government personnel. Dates required: 23 July thru 02 August 2007 at vendor location. Vendor to provide: Training facilities; classroom, training aids, secure storage for sensitive equipment, radios for 30 personnel and a minimum of three (3) instructors. Training Duration: Nine (9) days, eight to ten hours per day, commencing at 0800. Some nights will be required. Training to consist of: Intelligence and Cultural Debriefing; Surveillance and Counter-Surveillance, Tactical Training and Final Exercises. Training Curriculum to include: Identify Surveillance Operation; Procedures and actions to evade and defeat detected surveillance; Identify and conduct surveillance and counter surveillance operations; Conduct basic foot and mobile route planning; Considerations for both building and vehicle observation posts; Capability to identify potential hostile environmental situations and consequences of entering those environments; Understanding of body posture, movements and actions that will facilitate interaction with officials and security personnel while maintaining low profile. Additionally, students will have understanding of action and posture of individuals who are conducting potential illicit activities; Educate students on procedures for transporting sensitive items in inconspicuous manner through security and customs; Educate students to conceal equipment, to include utilizing luggage, vehicles and on person. Counter surveillance exercise: Conduct final operational exercise consisting of surveillance detection, leading to counter surveillance operation. Surveillance Exercise: Conduct final operational exercise consisting of operational information leading to conduct of physical surveillance of target subject, purpose of this exercise is to identify and track movements and contacts of suspects. Role playing tactical surveillance exercise may require contact with civilians. The provision at FAR 52.212-1 Instructions to Offerors-Commercial applies to this acquisition.
