Description
The Government intends to negotiate a time and materials contract for test engineering and industrial process technical services in support of Norfolk Naval Shipyard Engineering and Planning Department, Code 200. The subject acquisition is a follow-on procurement. The required effort is currently being performed under time-and-materials General Services Agency (GSA) orders with CDI Marine Company, 301 Queen Street, Portsmouth, VA 23704. The resulting contract will be for a base period with four one-year option periods. This requirement will be issued under full and open competition in accordance with FAR Part 6.1, with options to extend services in accordance with FAR Clause 52.217-8. The Contractor shall provide engineering and technical assistance to Norfolk Naval Shipyard in support of the overhaul and repair of U.S. Navy ships and submarines, and to serve as the Planning Yard in support of the Naval Sea Systems Command (NAVSEA) for CVN, LHA and LHD Class Ships. This assistance includes planning and administration, engineering, logistics, and test support for mechanical and piping systems, electrical and electronic systems, hull structures and habitability. In the performance of this effort, the contractor will be required to enter data and information into various software systems. The contractor will be required to possess a working knowledge of Microsoft Office, including Word, Excel, Power Point, Access Database, Outlook, and Microsoft Project. In addition, the contractor shall be required to work the Shift Operations Management System (SOMS) system, and the Advanced Industrial Management (AIM) system. For work control management and testing control functions, the ATIS and JEDMICS database shall be used. The contractor will be required to possess a working knowledge of Microsoft Office, including Word, Excel, Power Point, Access Database, Outlook, and Microsoft Project. In addition, the contractor shall be required to work the Shift Operations Management System (SOMS) system, and the Advanced Industrial Management (AIM) system. For work control management and testing control functions, the ATIS and JEDMICS database shall be used. Place of Performance will be Norfolk Naval Shipyard, Portsmouth, Virginia. The size standard is $25.0 MIL and the applicable NAICS Code is 541330. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above sites; this office will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred or otherwise ineligible to receive contracts from any Federal Agency. NO SOLICITATION EXISTS AT THIS TIME. The Contracting Officer reserves the right to conduct verbal or written discussions with respect to other than price with the offerors at anytime prior to award. The prospective awardees must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in t he CCR database will make a contractor ineligible for award.
