- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; propo sals are being requested and a written solicitation will not be issued. Solicitation W81NTE7144N243 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisi tion Circular 2005-05. This requirement is unrestricted and all responsible sources may submit a quotation, which will be considered. Under NAICS code 926130. The requirements in this solicitation are: NRC LICENSE FEE FY 08; BROOKE ARMY MEDICAL CENTER, FSH, TX. NUCLEAR REGULATORY COMMISSION, UNITED STATES - SOLE SOURCE FOB DESTINATION, Federal Acquisition Regulation (FAR) Clause 52.211-6 Brand Name or Equal applies to this acquisition. CLIN 0001 salient characteristics are: System includes: Regulation and administration of other utilities. Vendors shall comply with F AR 52.211-6 if submitting other than the Brand Name product. FAR 6.302-1(d)(2), we are required to consider any bids and proposals we receive in response to the synopsis. Usually, we inform the public by including Note 22 in the synopsis. To alleviate s ome of the phone calls, questions, and confusion, please find below the verbiage from Note 22: 22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the r equirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication o f this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Clause 52.211-6 (and other clauses throughout this solicitation) can be viewed by accessing website http://farsite.hill.af.mil/ . Period of Performance 01 Oct 2007 thru 30 Sep 2008, shipping shall be FOB DEST to MEDICAL SUPPLY OFFICER, GREAT PLAINS REGIONAL MEDICAL COMMAND, BLDG 1029, Fort Sam Houston, Texas 78234. FAR provision 52.212-1 [Instructions to Offerors Commercial] applies to this acquisition to include the following addenda: All offerors are cautioned that if selected for award, they must be registered with the Central Contractor Registration (CCR) program. The CCR can be accessed via the internet at www.ccr.gov/ . Confirmation of CCR registration will be validated prior to awarding a contract. Evaluation Process: All proposals w ill be evaluated in accordance with the following criteria: Technical Capability (compliance with the requirements of FAR Clause 52.211-6 if vendor offers and Equal Product) and Price, with Technical Capability being significantly more important than Pric e.
