Description
The U.S. Army Medical Command (MEDCOM), Center for Health Care Contracting (CHCC) has a requirement for Human Immunodeficiency Virus Type 1 (HIV-1) and Virus Type 2 (HIV-2) testing and reporting services. CHCC intends to issue a Single award, Indefi nite Delivery, Indefinite Quantity, Task Order Contract for Non-Personal Services. The contractor shall provide all qualified personnel, services, materials, equipment, supplies, and facilities necessary to perform testing and reporting services for the de tection of antibodies against HIV-1 and HIV-2 employing Food and Drug Administration (FDA) approved tests and methodologies. The contractor shall perform initial and repeat reactive screening tests on serum specimens submitted by the U.S. Army Military Tr eatment Facilities (MTFs), U.S. Army Reserve (USAR) sites [coordinated by the Reserve Health Readiness Program (RHRP)], U.S. Coast Guard (USCG) sites, Federal Occupational Health (FOH) sites, U.S. Army National Guard (ARNG) sites, U.S. Air Force (USAF), U. S. NAVY (USN) sites and U.S. Military Entrance Processing Command (MEPCOM) sites. Screening test(s) will employee microplate technology, and an Enzyme Immunoassay (EIA) methodology utilizing recombinant proteins and synthetic peptides for the detection of antibodies to HIV-1 (Groups M and O) and/or HIV-2 in human serum and plasma. The Contractor shall submit test results via an on-line Laboratory Information System (LIS) that is in compliance with the Health Insurance and Accountability Act of 1996 (HIPAA) and is compatible with and able to interface directly with the Composite Health Care System (CHCS) (or other current Government LIS) located at each Submitting Activity (SA). The Contractor shall have the capability to provide direct courier delivery serv ices for CONUS/OCONUS sites meeting all domestic and international regulations and military facility security requirements for delivery of specimens, materials, equipment and reports. As a minimum, the Contractor shall be registered, licensed, and/or accr edited by the following organizations: (1) CLIA License for High Complexity Testing; (2) College of American Pathologists; (3) CDC Permit to Import/Transfer Etiologic Agents. The Contractor may receive approximately 61,000 specimens monthly from Army Acti ve Duty MTFs; 4,500 specimens from the USAR FHPO site; 1,500 specimens from USCG sites, 11,600 specimens from ARNG, and 30,000 specimens from MEPCOM sites for initial ELISA screening. All prospective offerors interested in submitting a pr oposal on the solicitation must have a Commercial And Government Entity Code (CAGE Code). The anticipated contract period of performance will have a base year from 1 April 2008 through 31 March 2009 with four one-year option periods.
