Description
This is a combined synopsis/solicitation for Commercial Item Acquisition in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Pri ce Proposals are being requested and a written Solicitation will not be issued. The Solicitation Number is W912P6-07-Q-0024 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in e ffect through Federal Acquisition Circular 2005-15. The Government reserves the right to make an award on the initial quote without discussions on this procurement. Split awards will not result from this Acquisition. Award will be made to the respons ive and responsible offeror who submits the lowest aggregate price to perform the services described herein, taking no exception to the provisions, contract clauses, time schedule, or any aspect of the work described in the Specification. Offerors will be responsible for providing all labor, material, and equipment necessary to perform the demolition of trailers at the Corps of Engineers Project Office, Building 113A and 4th D streets at Fort Sheridan, Illinois as described in the Scope of Work. The NAICS code for this procurement is 238910, with a size standard of $13 Million. This acquisition is Set-Aside for Small Business Concerns. The provisions at 52.212.1, Instructions to Offerors-Commercial applies to this acquisition. Offerors must include a comple ted copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items with this offer. The Clause 52.212-4, Contract terms and conditions-Commercial Items applies to this acquisition. The Clause 52.212-5, Contract Terms and Co nditions required to implement Statues or Executive Orders-Commercial Items applies to this acquisition. The following clauses listed in 52.212-5(b) and (c) are included by reference: 52.222-3, 52.222-21; 52.222-22; 52.222-23; 52.222-26; 52.222-41; 52.225. 3; 52.225-13; 52.233-3; 52.237-2; 52.232-34; 252.201-7000 and 252.243-7001. Clauses that are included in full text are as follows: 52.219-6, 52.228-5, 52.237-1, 52.237-4 and 52.252-2 IMPORTANT NOTE: Offerors are expected to inspect the project site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of the contract performance, to the extent that the informati on is reasonably obtainable. IN NO EVENT SHALL FAILURE TO INSPECT THE SITE CONSTITUTE GROUNDS FOR A CLAIM AFTER CONTRACT AWARD. SUMMARY OF THE SCOPE OF WORK: The Contractor will be responsible for disconnecting, removing, and performing disposal work for a Double-Wide 30' x 60' Office Trailer and two Wood-Framed Additions, sized approximately 15' x 20' and 15' x 40' along with its associated Utilities. The Contractor will be required to dispose of the demolished and incidental materials off site. All materials must be disposed of in accordance with all applicable environmental Federal, State, Regional and local laws and regulations . The materials, furniture and equipment identified in the detailed Project Specifications become the property of the Contractor, except as noted in the Specifications. Restoration and utility capping and plugging activities are included in the Scope of Work along with other miscellaneous tasks. The Service Contract Act is applicable to the work to be performed under this Acquisition; Wage Determination No. 2005-2167 Revision No. 2 dated 05/29/2007.
