- On or about 18 July 2007, this office will issue Invitations for Bid for construction of the Rehab Powerplant Piping, Gavins Point Dam, Cedar County, NE (Near Yankton SD). The solicitation will close on or about 17 August 2007. This solicitation is RESTRICTED TO HISTORICALLY UNDERUTILIZED BUSINESS ZONE or HUBZONE SMALL BUSINESS PARTICIPATION. This project is set-aside under the Historically Underutilized Business Zone (HUBZone) Program. To be considered for award, successful bi dder must be a certified HUBZone contractor. Status as a qualified HUBZone small business concern is determined by the Small Business Administration (SBA) in accordance with 13 CFR part 126. If the SBA determines that a concern is a qualified HUBZone sma ll business concern, it will issue a certification to that effect and will add the concern to the List of Qualified HUBZone Small Business Concerns on its Internet website at http://www.sba.gov/hubzone. Interested bidders are encouraged to visit the site to obtain any and all specific data required to successfully bid the project. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See Obtaining Solicitation Documents below. Project Description: (Approx. quantities) The successful bidder will be required to remove existing metal raw water supply piping and replace it with FRP (Fiberglass Reinforced Piping). Pipe sizes vary from 4 to 14 inches and will involve approximately 1000 lineal feet of piping. This work is lo cated inside the power plant and some phases of this work will involve coordination with the unit outages of the generators. Some additional drainage piping will be added as an option. The estimated construction cost of this project is between $500,000 and $750,000. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 180 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety. Obtaining Solicitation Documents: This office will no longer send copies via paper or CDs of amendments and solicitations to interested parties. When solicitation documents have been issued and posted to FedTeDs, synopsis or pre-solicitation notice will be amended and a link provided to access FedTeDS in note 2 below.
