Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.This announcement constitutes the only solicitation; proposals a re being requested and a written solicitation will not be issued. This acquisition is 100% set-aside for small business. All responsible sources may submit a quotation, which shall be considered by the agency. The associated NAICS code is 562119 with a 50 0 size stand ard.The Electro Pulse (EP) System is an item that is in the Arkansas Army National Guard's compliance based environmental program to meet mission-oriented approach designed to accelerate the Army National Guard's potential to successfully inno vate and improve operations.By infusing standardization and sustainable considerations into the design of the water treatment systems, the cleaning processes and the maintenance and training procedures,our ability to improve effectiveness, reduce costs and meet current and future mission requirements.The Electro Pulse (EP) System is a flexible and user-friendly system with the ability to treat supple and complex waste streams simultaneously including the wash water generated from the paint facilities and wa sh pads.The Electro Pulse (EP) System,incorporates electro coagulation technology,with a One Step treatment process.Suspended solids, emulsions such as oils, grease and paint in water and heavy metals are removed from water leaving a clear phase of water f or disposal or reuse.The EP System will effectively treat the wash water generated in the cleaning process of the water based CARC paint equipment allowing for discharge to sanitary or for recycling. Safety and Durability The control center and all components used in this System are approved to UL or ETL quality & safety standards. This System can be configured to handle different waste streams produced by the Army National Guard. The system can also be configured to discharge the treated water to sanitary or to recycle for use.The EP system can easily be changed from a discharge unit to a recycle unit with a few minor modifications.The EP System also comes in a 20'climate-controlled steel container. This allows the fl exibility to put this equipment into facilities that do not have the floor space necessary for this equipment. A 40'climate-controlled steel container is available for added equipment (Pressure washers, water blasters, evaporators for zero discharge, generators, etc. This configuration gives the ARNG the ability to add the equipment necessary to rapidly adapt to fu ture challenges. Equipment Mobility Because the EP System is standardized, allowing for easy installation, breakdown and re-assembly at another location,the ARNG has the flexibility of moving the equipment if required.The containerized treatment system can be left on site or used as a mobile (truck borne)asset.Training After initial start-up, VENDOR will provide a complete training presentation CD for future trainees.The operation and maintenance is completely automated requiring no daily maintenance,In addition, an on-site visit by a factory trained technician (after 30 days of the installation) is included in the initial equipment purchase. Also included in the should be quarterly preventative maintenance. This System does not require the use of filters or separation chemicals to achieve high quality treated water.
