Description
This is a combined synopsis and solicitation for the following commercial items:</p> 0001- Sound system for Sheppard AFB Open House. Evaluation factors for this acquisition will be price and past performance.</p> FOB: Destination for delivery to Sheppard AFB TX 76311</p> This synopsis and solicitation is prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quote (RFQ). Submit written offers (oral offers will not be accepted), on RFQ F3V3CT7150AC01. This procurement is being issued as 100% SMALL BUSINESS SET-ASIDE. North American Industrial Classification Standard 561990, Size Standard, $6.5 MIL, applies to this procurement. IAW FAR 252.204-7004, all firms or individuals responding must be registered with the Central Contractor Registration (CCR). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-17 and Defense Acquisition Circular 20070531. </p> </p> STATEMENT OF WORK Audio / Public Address Services Sheppard AFB Open House 2007 Event Date: 20 Oct, 2007 Set-up Date: 19 Oct, 9:00 AM (Operational at this time) Description of Services: The contractor shall provide all management, tools, supplies, equipment, labor, transportation, lodging, applicable licenses and permits necessary to complete the requirements as listed in this Statement of Work for the Open House at Sheppard AFB, TX on 20 October, 2007 and practices on 19 October, 2007. The equipment and services will be in conformance with this Statement of Work and the standards and practices of the industry. The contractor shall provide audio support services as requested for the entire event. The service and system must provide quality audio capability for narration, announcements, music, cockpit radio input, sound system interoperability with Sheppard equipment, and other sound requirements as needed for the event. The area of operation to be covered is approximately 700 ft by 1500 ft (approx. 1,050,000 sq ft) in the runway/ramp area. This area may vary plus or minus 25% of the square footage based upon last minute changes as deemed necessary. Top view maps are provided to depict the layout of the open house area and other facilities that will be intermixed throughout the sound system area. A site survey is available before the event and must be coordinated with the Base Contracting office (82 CONS/LGC). Air Show Audio Coordination Services: The contractor shall be readily available to work with contracting personnel, communications squadron personnel, quality assurance personnel, and other air show staff in the planning, positioning, testing and coordinating audio services. Set-up & Teardown Services: The contractor shall accomplish the set-up, operation, and tear down of all the audio equipment for the event. In addition, the contractor shall be responsible for setting up, positioning, testing, and balancing of equipment, as well as adjusting monitors, audio players, amplifiers, mixers, microphones, and speakers and stands. Operational and rehearsal equipment checks shall be accomplished not later than 9:00 AM on 19 October 2007. The contractor shall ensure the public address system and related components are fully operational at all times and shall install fresh batteries prior to each and every presentation event. The final audio quality for the event will be approved by the Sheppard AFB Open House Director or designee. Position and type of Sound Equipment: Requirements: two wired microphones, two wireless microphones, a mixer with at least two RCA inputs, a CD player, a cassette player, and other necessary amps, wireless speakers, and hardware to complete the sound system. The microphones, amps, mixers, and other driving equipment must be placed near the Air Boss stand, which is where the Open House narrator will be. The speakers must be elevated to provide the best sound quality for the area being covered. Electric Power Supply: Sheppard AFB cannot provide any electrical power source in support of this event. For this reason, the contractor must provide necessary portable power supply generators to accommodate the audio services provided. The generator providing power to sound equipment must be located in a position as to not interfere with the sound quality or volume. Safety: The contractor shall ensure that all Federal, state, local, and Sheppard AFB regulations are followed. In addition, the contractor must ensure that any cables or possible trip hazards are adequately addressed by appropriate tie down mechanisms, gaffer tape and the like. Wireless speakers shall be used to minimize any hazards due to long wires. Audio System Layout: Based on the contractor?s bid, a detailed computerized and paper copy diagram will be provided with the bid. This will show the position of all generators, amplifiers, speakers, platforms, and cables that comprise the audio system. Miscellaneous: The contractor will submit a listing of personnel for security checks within 60 days of arrival on Sheppard AFB, but no later than 30 days prior to the open house date.
