Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. The solicitation will be issued on Federal Business Opportunities web site: http://www.fedbizopps.gov/. Solicitation FA4800-07-Q-KB04 is issued as a Request for Quote. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-16, Defense Federal Acquisition Regulation Supplement Change Notice (DCN) 20070531 and Air Force Acquisition Circular (AFAC) 2007-0531. This acquisition will be unrestricted under NAICS code 511210. The 1st Contracting Squadron has a requirement to procure the following items: Rosetta Stone Online Language Curriculum for: Arabic, Chinese, Danish, Dutch, English, French, German, Greek, Hebrew, Hindi, Indonesian, Italian, Japanese, Korean, Latin, Pashto, Polish, Portuguese, Russian, Spanish, Swahili, Swedish, Tagalog, Thai, Turkish, Vietnamese, Welsh, and Farsi. Curriculum Text, Workbook, Study Guides and Teachers Materials for online users must be accessible through an online language learning center in a .pdf format. 250 Maximum Active Unique User ID's. This will be for the Period of 8/1/07 - 7/31/08. The contractor shall provide pricing for all the above referenced items. The start date will be not be later than 1 August 2007. The contractor shall provide the items as specified. The provision at FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. The provision at 52.212-2 -- Evaluation -- Commercial Items, applies to this acquisition. The Government will award a contract resulting from this RFQ to the responsible offeror whose offer conforming to the RFQ will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes: (1) technical capability of the item offered to meet the Government requirement and (2) price. Offerors need to be properly registered in ORCA in accordance with FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items. The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The clause at FAR 52.204-7, Central Contractor Registration. The provision at FAR 52.204-8, Annual Representations and Certifications. The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition.
