- The Centers for Medicare and Medicaid Services (CMS) intends to negotiate with one responsible source, Bonnie Greenspan of BBG Consulting LLC, 7922 Washington Ave., Alexandria, VA 22308, using Simplified Acquisition Procedures, for the acquisition of consulting services to assist in the support of the ESRD Program during the transition phase of implementing new regulations. The contractor will also assist with the analysis and interpretation of the new ESRD regulations; assist with the development of a new ESRD training program; and assist with updating the automated survey system. THIS AMMOUNCEMENT CONSTITUTES THE ONLY SOLICITATION: A SEPARATE WRITTEN SOLICITATION WILL NOT BE ISSUED. Ms. Bonnie Greenspan who is the sole owner of BBG Consulting is a Registered Nurse who has extensive experience in delivering ESRD treatments. She has worked on several projects with CMS. She was one of the initial experts who helped CMS frame the automated ESRD survey system titled Surveyor Technical Assistant for Renal (STAR). She has also assisted CMS in training ESRD surveyors in developing educational materials, and in developing a status report on the ESRD survey system. The proposed contractor is uniquely qualified because of her familiarity with the ESRD Conditions for Coverage, the automated STAR survey process, and the complexities of the ESRD delivery system. The Government intends to negotiate with only one responsible source pursuant to the authority of Part 6 of the Federal Acquisition Regulation. Therefore, this notice is not a request for a submission. However, interested parties may submit a description of their capabilities to perform within 5 days of this notice and the submission will be considered.
