Description
The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with Boyd Technologies in Manchester, California for the purchase of Ion Chambers under other than full and open competition by the authority of FAR subpart 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. Sole source determination is based on the need for seven (7) ion chambers which can be obtained only from Boyd Technologies, as they are the only vendor that fabricates chambers that (1) meet our technical requirements and (2) are compatible with our pre-existing electronic amplifiers. NIST requires three chambers of 8-inch plate length, one of 4-inch plate length, one of 2-inch plate length, one of 2-inch overall length, and one of 1-inch overall length. All chambers shall be able to be disassembled and cleaned, and are required to be totally compatible with NIST?s pre-existing Keithley amplifiers. All chambers shall be mountable from either the side or underneath and, except for the smallest, shall be vacuum tight with quik flange o-ring grooves and kapton windows. They shall be able to accommodate our wide beam height and width, which can be as large as two inches. Due to the use of a harmonic rejection mirror, the height shall be as large as 0.8 inches (except for the smallest two chambers). Additionally, all chambers (excepting the smallest two) shall have fringe field plates. Delivery shall be FOB Destination, Gaithersburg, MD, and be completed in accordance with the Contractor?s commercial schedule. The North American Industry Classification System (NAICS) code for this acquisition is 334519, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 3:00 p.m. (EST) on July 17, 2007. Inquiries will only be accepted via email to paula.wilkison@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
