- The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with Prosolia, Inc. in Indianapolis, Indiana for the purchase of an Omni Spray Ion Source Kit under other than full and open competition by the authority of FAR subpart 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. Sole source determination is based on the need for a DESI ion source kit which can be obtained only from Prosolia, Inc., as this company (1) is the founder and patent-holder for the DESI technology which meets our technical requirements and (2) produces ion source kits which are compatible with NIST?s pre-existing Applied Biosystems/MDS Sciex 4000 QTRAP Atmospheric Pressure Ionization mass spectrometer. NIST requires the ion source kit to include: a DESI technology source with rotational and X-Y-Z positioner and sample platform with X-Y-Z positioner; a high voltage connector cable; two (2) CCD cameras with magnifying optice (mag x60); adjustable camera mounts; two (2) B/W CCTV monitors of industrial quality; an integrated light source; AC/DC adapter for cameras and light source; BNC cables and cable ties for CCTV system; five (5) fused silica and stainless steel emitters; samples of two (2) disposable surfaces; DESI source installation; and an operating manual. Delivery shall be FOB Destination, Gaithersburg, MD, and be completed in accordance with the Contractor?s commercial schedule. The North American Industry Classification System (NAICS) code for this acquisition is 334519, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 3:00 p.m. (EST) on July 17, 2007. Inquiries will only be accepted via email to paula.wilkison@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
