- This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The USDA Forest Service, Pike and San Isabel National Forests, South Park Ranger District, Fairplay, Colorado, has a requirement for temporary technical consulting in the minerals/lands program area. DESCRIPTION OF WORK: The Contractor will provide consulting services that include processing lands permits and mineral operations as follows: A. Minerals: 1. Serves as IDTeam Leader for ongoing Minerals NEPA: a. Gold Prospectors: complete draft EA b. Gold Diggers: manage IDTeam process through completion of Specialist Reports c. Glacier Peak: process supplemental plan of operations to address blasting 2. Finalize existing one-year Plans of Operation for Blackstone, Topaz Mtn Gem Mine, Amazonite 5-7, Maconite, Fatchance and Steelrose Mining operations. 3. Complete one-year Plan of Operations for Sky Blue/Betty Blue mining operation. 4. Complete correspondence related to South Park mining operations during contract period. 5. Address proposed mining operations received at South Park RD during contract period. 6. Complete the following for new one-year Plans of Operation received during contract period: complete scoping process, draft decision memo and draft legal notice. 7. Conduct field inspections for all approved plans of operations (31) and for mining operations that have submitted proposed plans of operations (4). B. Lands: 1. Work with South Park RD Staff to issue special use permits to recreation residence permittees for road access. 2. Assist in re-issuance of special use permits and issuance of new special use permits. Work shall be completed at South Park Ranger District Office in Fairplay, Colorado, and shall be performed during normal business hours. A total of 400 hours is required to complete the work. Travel to various Forest Service facilities/sites is also required. Contractor shall provide necessary on-site visits upon Forest Service request. Contractor will pick up work from the Project Officer, who will review and approve completed projects. Access to the South Park Ranger District office building will be provided. Work under this contract is unclassified. The contractor shall comply with all applicable Department of Agriculture security regulations and procedures during the performance of this contract. The contractor shall not disclose and must safeguard procurement sensitive information, computer systems and data, privacy act data, and Government personnel work products that are obtained or generated in the performance of this contract. If necessary, the contractor will be required to provide clearances for personnel requiring access to Government computers and workstations. Necessary access to Forest Service computer system. This solicitation (No. AG-82BH-S-07-0004) is issued as a request for quotation (RFQ). The solicitation and subsequent contract award incorporate provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-16 (3/22/2007). The North American Industry Classification System (NAICS) code for this acquisition is 541620 and the size standard is $6.0 million. Quotes must be received in the Contracting office no later than the close of business on July 25, 2007. This acquisition is 100% set-aside for small business. The Government estimate is less than $30,000. Award will be made to a responsible contractor whose offer is most advantageous to the Government based on price and other evaluation factors contained in this solicitation. Award will be made on or about July 27, 2007. Period of performance will be August 1, 2007 through November 30, 2007. The provisions at 52.212-1, Instructions to Offerors--Commercial, applies without addenda. Offerors shall include a complete copy of the Federal Acquisition Regulation (FAR) 52.212-3, Offeror Representations and Certifications--Commercial Items, with quotes. Under the FAR clause 52.212-4, Contract Terms and Conditions--Commercial Items, applies without addenda. The FAR clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The successful offer(s) shall comply with FAR 52.204-7 Central Contractor Registration (Oct 2003) and FAR 52.232-33 Payment by Electronic Funds Transfer--Central Contractor Regulations (Oct 2003) prior to contract award.
