- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 43-32NT-0710 and is issued as a Request for Quotation (RFQ). This solicitation is unrestricted. This solicitation incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-17. The North American Industry Classification System (NAICS) code is 62151, with a small business standard of 11.5 million. This product shall be delivered within 60 days after award. Shipment will be F.O.B. destination with inside delivery to the U.S. Department of Agriculture, Beltsville, Maryland 20705. The Government intends to award on a sole source basis to Thermo Electron North America, LLC, Cincinnati, Ohio 45271-2102. Telephone number (928)428-9661. This procurement is for the following minimum items: (1) GC Plus TriPlus Autosampler to collect C02 in the headspace of gas samples and introduce it via the C-111 interface. (2) Determine the ratio of 13C/12C. Researchers need to ascertain the relative amounts of 13C in breadth samples expired by human subjects who have been fed foods or pure compounds labeled with carbon-13. This information will be used to assess efficacy of labeling target molecules and to optimize the duration and developmental timing of labeling episodes. In humans, samples will be analyzed for the appearance of 13C in CO2 (e.g. breath) of metabolities (e.g. plasma, urine, feces) after feeding 13C ?labeled foods or 13C-labeled compounds purified from plants. Among other things, this information will address the apparent low bioavailability of polyphenolic compounds such as anthocyanins, including the possibility that these compounds are rapidly converted to metabolites, some of which may have important biological activity but which cannot be easily quantified without knowing their identity using current technology. Computer Equipment must be Section 508 compliant. All of the above items are to be issued as a quantity of 1 each. All items will be awarded pending the availability of funds for Fiscal Year, 2007. (a) The offeror represents that if it is subject to the reporting requirements of 38 U.S.C. 4212(d) (i.e., the VETS-100 report required by FAR clause 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era), it has ( ), has not ( ), submitted the most recent report required by 38 USC 4212(d). All offeror must include completed copies of 52-212-3 (Representations and Certifications) and 52.222-70 (Compliance with Veterans Employment Reporting Requirements). Quotations shall include specifications and other such information corresponding to the requirement which demonstrates the capabilities of the equipment for meeting the requirement. The following factors shall be used to evaluate offers: (1) technical capability of the items offered to meet the Government requirement; (II) price; and training and delivery time. All responsible sources may submit a quotation which shall be considered by the agency. Anticipated award date is September 30, 2007.
