Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number MCC-07-0128-RFQ-42 is issued as a request for quote. The solicitation and clauses are those through FAC 2005-17. Research indicates there is no expectation that two or more small businesses in the target area are available for award. Therefore, this procurement is not set aside for small business. The NAICS code is 624410 with a small business size standard of $6.5M. Backup Child Care supplements rather than replaces regular childcare arrangements when normal child care arrangements are unexpectedly unavailable Monday through Friday during normal workday on other than Federal Holidays. The normal workday is defined as an eleven hour period between the hours of 7AM to 7PM. Children must permanently reside in the household of MCC employees or Personal Services Contractors. Eligible children must be at least 6 weeks of age and up to but not including 13 years of age. Contract line items are as follows: Base Year: CLIN 0001 Annual subscriber fee: unit= year, quantity=1, Price $________. CLIN 0002 Backup Child care per use fee: unit = day, quantity =104 (2 children per week x 52 weeks), Price $_______. CLIN 1002 Backup Child care per use fee: unit = day, quantity =104 (2 children per week x 52 weeks), Price $_______. Option Period Two: CLIN 2001 Annual subscriber fee: unit= year, quantity=1, Price $________. CLIN 2002 Backup Child care per use fee: unit = day, quantity =104 (2 children per week x 52 weeks), Price $_______. Option Period Three: CLIN 3001 Annual subscriber fee: unit=year, quantity=1, Price $________. Vendors may propose for Government consideration other commercial pricing arrangements they have in place. Center requirements evaluated for award are as follows: A. This service must be provided at the Center site. The main back-up child care center must be located within two miles of the MCC main office at 875 Fifteenth Street, NW, Washington, DC. Other locations accessible to specific MCC employees should be listed in the proposal with the proscription for their use. B. The location(s) must be secure. This may include features such as unmarked entry, security cameras, secure building, security alarm, staff emergency training, etc. C. The Center must provide documentation that an emergency evacuation and security plan are in place. D. The Center shall maintain all applicable accreditations and licenses. E. Caregivers must have degrees in Education or related fields and center director should have an advanced degree in Education and 5 years of experience in management of Child Care Facilities. F. Center Caregivers must pass criminal history background checks in accordance with 42 U.S.C. 13041 as amended. G. The Center shall: maintain the following caregiver to child ratios: Infants 1:2, Children 2 years to 2.5 years 1:4, Children 2.5 years to 3 years 1:8, Children 4 years 1:10, Children 5 years to 12 years 1:15. H. Staff should have a resolution strategy for disruptive or unsafe behaviors of attending children. I. The Center must document positive past performance in financial resources, commercial and government commitments, a satisfactory performance record, satisfactory record of integrity and business ethics, organization, experience , accounting and operational controls, safety programs, and be qualified to receive an award under applicable laws and regulations. The Center must provide MCC employees access to the Center?s location at all times when the MCC employees? child is using the Center. The Center must provide: a daily snack; (parents are to provide breakfast and lunch, if applicable), provide a report to MCC employee user of incidents that occur while a child is being cared for at the Center; Dispense medication as directed by doctor and provide policy for how non-prescription medication is dispensed as requested by the MCC employee; ensure children are picked-up only by persons authorized by the MCC employee; ability to collect co-pay late pick-up fees from employees for daily use; provide daily activity reports for user MCC employees at least in the infant category (ages 6 weeks ? 2 year old), but preferably for all children; provide marketing materials and Center usage instructions for MCC to provide to users of this benefit; provide monthly reports/detailed billing. The Center should indicate whether they have provisions for care of mildly sick children. This solicitation does not require the Center to provide care of mildly sick children although the ability to provide such care is desirable. Mildly ill is defined as in the preceding 24 hours, the child is not contagious, has a temperature no higher than 102 degrees F, not vomiting, having diarrhea, seizures, breathing problems, bleeding, stroke, comatose or loss of consciousness. The following provisions are applicable to this solicitation: FAR 52.212-1, Instructions to Offerors-Commercial Items; 52.212-4 Contract Terms and Conditions- Commercial Items; and 52.212-5 Contract Terms and Conditions Required to Implement Statutes and Executive Orders- Commercial Items. Centers must submit a completed copy of FAR 52.212-3, Offeror Representations And Certifications- Commercial Items with their quote.
