Description
The U.S. Army is seeking Independent Verification and Validation (IV&V) support for two programs: the General Fund Enterprise Business System (GFEBS) and the Global Combat Support System - Army (Field/Tactical) [GCSS-Army (F/T)]. The Army is attempt ing to determine the interest and ability of small businesses to fulfill this requirement. PLEASE NOTE that response to this sources sought notice is NOT mandatory to be eligible to receive any potential solicitation. However, the response to this notice w ill help establish GFEBS and GCSS-Army (F/T) set-aside considerations. This notice is for informational and planning purposes only and does not constitute an Invitation for Bid or Request for Proposal, and is not to be construed as a commitment by the government. The government will not reimburse contractors for any cost incu rred for their participation in this survey. At this time, no solicitation exists: therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. Interested small businesses are invited to submit responses to this notice. Responses should include a capability statement outlining vendor qualifications. Responses should also contain: company name, address, point of contact(s), telephone number, fax nu mber, and a statement as to whether your company is domestic or foreign owned. In addition to the size of the business, indicate all classes of business(es) that fit your firm; such as Service Disabled Veteran Owned, Small Disadvantaged, Veteran-Owned, Wom an-Owned, etc. Also, submit evidence documenting at least three past performance experiences providing similar IV&V services of the magnitude described below. Include the contract number, project titles, dollar values, a short description, and point of contact(s) with co ntact information. The Army will evaluate the responses to help identify interest and the ability of the small business community to provide IV&V support to the programs. All information received in response to this notice will be marked PROPRIETARY and handled accordingly. Proprietary information will be safeguarded in accordance with applicable government regulations. The government will not be liable for or suffer any co nsequential damages for any proprietary information not properly identified. Responses to this notice will not be returned. Please remember that though the Army will evaluate these statements, the Army will NOT be eliminating any company from potential com petitions based on the results of these statements. Telephone Number: 703-682-3660 Systems Background GFEBS will address long-term Army and Department of Defense (DoD) goals and satisfy legislative requirements imposed by the Chief Financial Officers Act. The vision/objective is to implement a CFO Act-compliant general fund finance and accounting capabilit y that supports DoD with accurate, reliable, and timely financial information, in peacetime and in war. GFEBS will serve as the Army's financial backbone, capturing general ledger data into a single system. It will be the system of record for the entire Ar my. Accenture was selected as the GFEBS System Integrator (SI) to replace the Armys legacy financial systems with SAP, a Commercial Off the Shelf (COTS) Enterprise Resource Planning (ERP) application. GCSS- Army (F/T) will enable the Army to integrate the tactical supply chain, obtain accurate equipment readiness, support split base operations, and obtain up-to-date status on maintenance actions and supplies in support of the warfighter. It is the prima ry tactical logistics enabler and combat multiplier to achieve the Army Campaign Plan and Combat Support/Combat Service Support (CS/CSS) Transformation Vision for the Logistics Domain in support of soldiers in the field. The GCSS-Army (F/T) will reengineer the current tactical Standard Army Management Informat ion Systems (STAMIS) and rollout will allow more than 135,000 soldier and contractor users in the total Army to view complete logistics management information and make timely, data-driven decisions. GCSS-Army (F/T) will provide the U.S. Army with accurate logistics management information for effective execution of supply, maintenance, and property accountability operations and timely data sharing with other Army and DoD automation systems. The software technology solution is based on a SAP application that is broken down into segments. Northrop Grumman Mission Systems was awarded a contract for Segment 1. IV&V Support Requirements The U.S. Army is seeking information from small business set-aside companies to provide IV&V support for GFEBS and GCSS -Army (F/T). Companies should have expertise in IV&V and related services necessary to provide an independent assessment of both systems throughout their product life-cycles (prototype/pilot, deployment, and sustainment), continuously verifying and validating that the systems and documentation conform to program requirements and meet user needs. The U.S. Army will assess the respondent contractors IV&V capabilities in software design, architecture, configuration, integration and related documentation required to meet the GFEBS and GCSS-Army (F/T) program objectives. Vendors should have specific f unctional and technical IV&V experience over the software development life-cycle to include program planning and management, requirements tracking, software design, testing, integration, and software operation and maintenance to include: " IV&V software development experience with large SAP software programs and other ERP applications. " Experience in IV&V component areas: acquisition, enterprise architecture, requirements traceability, software design, testing, training, integration/deployment, maintenance, help desk support, project management, quality assurance, records management, ri sk management and monitoring, change management, configuration management, data management, functional management, and security. " IV&V experience in Army financial management and logistics IT systems. " IV&V experience in monitoring, tracking, and evaluating system performance metrics and program objectives, and issue management. " DoD 5000 series and DoD Software Development Life Cycle documentation experience. " DoD financial management experience including: general fund and working capital fund IV&V; and familiarity with applicable accounting standards and requirements (Blue Book, CFO Act, GAAP, FASAB, DOD FMR, and Army regulations). " Experience supporting multiple program offices. Note: the GFEBS PMO is in Alexandria Virginia and the GCSS-Army (F/T) PMO is in Fort Lee, Virginia. The IV&V contractor must be unaffiliated, contractually or otherwise, with the GFEBS and GCSS-Army (F/T) programs. The contractor should also ensure that its employees maintain clearances at appropriate levels based on facility and work product access requ irements. The IV&V contractor should also maintain the following IV&V process certifications throughout the contract life-cycle: " ISO 9001:2000 " Capability Maturity Model Integration (CMMI) maturity level 2 or above. The IV&V contractor should be familiar with and adhere to the following regulations/guidelines where applicable: " IEEE, Standard for Software Verification and Validation, IEEE Std. 1012-1998/1012-2004. " NIST, Reference Information for the Software Verification and Validation Process, Special Publication 500-234, 1996. " SEI, Introduction to Software Verification and Validation, Curriculum Module SEI-CM-13-1.1, 1988. " DoD, Mandatory Procedures for Major Defense Acquisit ion Programs and Major Automated Information System Acquisition Programs, Department of Defense Reg. 5000.2-R, 2001. " DFAS 7900.4G, Guide to Federal Requirements for Financial Management Systems, February 2005. Information Requested  IV&V Software Development Life-Cycle Capabilities 1. Company Profile " Tell us about your company. Include the company name, address, point of contact(s), telephone number, fax number, size of business, and a statement as to whether your company is domestic or foreign owned. " Identify the type of small business concern your company represents (small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business). 2. IV&V Program Management Capabilities " What management and program support structure do you normally put in place to support large IV&V programs? " What automated tools have you used to plan, track, and manage task orders? " What reports have you delivered to your clients to manage and track IV&V programs (performance, schedule, and cost)? " What tools and techniques have you used to identify, assess, track, and mitigate risk on large SAP/ERP projects and identify error trends as they develop? " What metrics have you used to measure and monitor SAP/ERP system effectiveness, suitability, and critical success factors; and how have you validated that measures were achieved? " Do you have expertise developing and maintaining product-oriented Quality Assurance Survelliance Plans (QASPs) for SAP/ERP systems? If so, what key deliverables and milestones were identified and how were they linked to spiral software releases (if appli cable)? 3. IV&V Requirements Capabilities " What experience do you have validating technical architectures, system requirements, and tracking and monitoring requirements for spiral developments? " Please describe any experience you have with enterprise architecture tools such as System Architect to support IV&V efforts? 4. IV&V Software Design Capabilities " What type of SAP and ERP experience does your company have, specifically IV&V experience with large Army financial management and logistics IT systems. " Do you have experience supporting IV&V efforts for spiral software development releases and multiple implementation phases? If so, what methodology was used to manage, monitor and track each spiral (release)? " What expertise do you have with software development life-cycle tools such as Rational RequisitePro, Rational ClearQuest, and ClearCase? " What expertise do you have with software tools such as ARIS and SAP Solution Manager? " Do you have experience providing IV&V support for systems that require retiring multiple legacy systems? If so, what was the largest number of legacy systems retired and what methodology or approach was used to manage the transition? " Do you have expertise with process documentation tools such as the Rational Suite? " What methodologies and tools have you used to validate design assurance activities including: developing standard operating procedures, design reviews, code inspections, and internal audits? 5. IV&V Testing Capabilities. " What experience do you have providing IV&V testing support for large SAP/ERP systems? " What experience do you have monitoring and validating formal test plans (development of test objectives and plans) and testing results for functional, technical, integration, user acceptance, security testing, and system certifications (DIACAP, IATO, ATO )? " What test reports have you delivered validating the following: test cases, protocols, test execution, problem tracking, and change requests? " Have you used computer aided testing tools (automated functional testing)? If so, what tools and for what purpose? " What expertise do you have with test tools such as Mercury? 6. IV&V Integration Capabilities. " What experience do you have validating training, integration, and deployment efforts for large SAP/ERP systems? " What expertise do you have with Section 508 training and compatibility tools? " What experience do you have with TRADOC training standards? 7. IV&V Software Operation and Maintenance Capabilities. " Describe tools and methodologies you have used to support IV&V efforts during program sustainment (operation and support and operation and maintenance). For example, tasks may include supporting software maintenance and upgrades, help desk, data manageme nt, configuration management, change management, risk management, and recurring training. " What expertise do you have using automated tools to track and monitor program performance including: configuration management tools, earned value management software, and issue monitoring and tracking tools during sustainment? 8. IV&V Life Cycle Management. " Explain how you would address IV&V activities across each phase of the Enterprise Integration Toolkit (EI Toolkit), http://www.eitoolkit.com, and what deliverable you would provide.
