- Note 1: This project will be performed in its entirety in the country of Japan. The successful offeror must be lincensed and registered to perform work in the country of Japan. Note 2: Solicitation issuance and closing dates are tentative. It is the offeror's responsibility to check the firm dates at block 6 & 8 of SF 1449, once the solicitation is released, to ensure submission of your offer in a timely manner. If you have any questions about the release date of a solicitation please contact the Contract Administrator or Contracting Officer listed in this announcement. The Contractor shall furnish all necessary labor, materials, equipment, vehicles, facilities and supervision to determine if the site on Camp Zama, where a spill of petroleum product (FJ-1) occurred in March 2006, poses a ?known imminent and substantial endangerment? (KISE) to human health and safety and to identify the need of further remedial actions in accordance with the Status of Forces Agreement (SOFA), Japan Environmental Governing Standards (JEGS), DoD Instruction 4715.8 (Environmental Remediation for DoD Activities Overseas) and other applicable requirements. In accordance with the provisions of this Performance-based Work Statement (PWS), the Contractor shall install groundwater monitoring wells, conduct sampling and analysis of soil, groundwater, surface water, etc., and perform an Environmental Risk and Health Assessment, which includes, but is not limited to, the Human Health Risk Assessments and Ecological Risk Assessments.
