FedBiz Interest Announcement for P3 Tanking The U.S. Forest Service is contemplating the issuance of a Request for Proposal (RFP) in the near future for the purchase and installation of a retardant delivery system for up to 3 Forest Service owned P3B (Heavy) and P3C aircraft. The purpose of this interest announcement is to obtain market research on interested vendors and the business size standard of the interested vendors. Points of contact: Mrs. Bridgit Downing, Contracting Officer (CO), Phone: (208)387-5279 or John Nelson, Program Lead, Phone: (202)205-0995 Background: The U.S. Forest Service (FS), is responsible for protecting National Forest lands from wildland fires and, by agreement with other agencies, assists in protecting other jurisdictions. The Forest Service has acquired 3 excess military aircraft for conversion to airtanker configuration. This contract is to provide an acceptable tank system and its installation for these aircraft. Scope: This contract is for the purchase and installation of a retardant delivery system for up to 3 Forest Service owned P3B (Heavy) and P3C aircraft. Once installation and performance evaluation is complete,these aircraft would be used as large airtankers for wildland firefighting. The capacity of the retardant delivery system will be commensurate with the load carrying capacity of the aircraft. The volume of the retardant tank shall be a minimum of 2500 gallons. The work includes design, analysis, installation and testing of the aircraft for conversion to wildland firefighting using a retardant tank. The resultant airtanker conversion shall meet the performance requirements of the Interagency Airtanker Board. Conversion of the aircraft shall occur at the contractor?s facility. Requirements: The retardant delivery system shall be of new manufacture, externally mounted and a gravity flow design. The retardant delivery system performance shall meet the Interagency Airtanker Board tank system criteria which can be viewed at: http://www.fs.fed.us/fire/aviation/fixed_wing/airtankers/iab_procedures/iab_procedures_sec_vii_tank_system.pdf. The Tank installation shall be approved for use on the P3B (Heavy) and P3C airframe by the Federal Aviation Administration by Supplemental Type Certificate. The tank system shall have serviceable/maintainable life of no less than twenty (20) years. Tank Installation: The installation of the retardant delivery system will not interfere with or cause disablement of the aircraft environmental systems to include the pressurization of the fuselage. The basic structure of the aircraft shall not be modified to the extent that it cannot be readily returned to its original configuration following removal of the tank and the bomb bay shall remain intact and operational. The installation of the tank/retardant delivery system shall not alter the speed restrictions of an OEM, as delivered, non modified aircraft by more than ten (10) percent. Tank Capacity:The capacity of the retardant delivery system shall remain within the Manufacturer or FAA approved normal weight limitations and center of gravity configuration for the aircraft. The approximate volume of the retardant tank should be 2500 to 3000 gallons based on a retardant weight of 9 lbs. per gallon. The offerors specified tank quantity shall be supported by weight and balance criteria and airframe structural loads engineering analysis.
