Description
The U. S. Environmental Protection Agency (EPA) intends to negotiate on a sole source basis with Met One Instruments, Grants Pass, OR, to provide scientific equipment. The solicitation number is BS7003/GP7049. The associated North American Industry Classification System (NAICS) code is 334519 which has a small business size standard of 500 employees. Award will be made using the Simplified Acquisition Procedures. The required delivery date is no later than 6 weeks after award of purchase order. The contractor will deliver to the U.S. Environmental Protection Agency, Research Triangle Park, NC. The contractor shall provide the following equipment: A.) 8 each - Portable beta gauge in weatherproof enclosure (E-BAM), B) 8 each - PM-2.5 Sharp cut cyclone inlet adapter (BX-807), C) 8 each - TSP Sampling inlet, D) 8 each - Airsis Satellite Modem (60896), E) 8 each - Wind speed/direction sensor for EBAM/E sampler (EX-034), F) 48 each - BAM Filter tape (2 month operation per tape (460130), G) 8 each - Weatherproof power supply for EBAM (EX-121), H) 9 each - hard case for tripod (550436); I) 2 each - hard case for main units (EX-503) and J) shipping charge. Over the past three years, Met One Instruments has provided this equipment to the EPA. A previous synopsis was posted September 2004 as a full and open competition and no other contractors responded. Met One is the only vendor that has the variety of hardware and parts we require and the capability to acquire/produce the specific hardware and parts required. Met One is also the supplier of the monitors that are currently being used in the ambient monitoring network and the acquisition of this equipment from Met One will allow for consistency with other hardware currently being used by the program office for the ambient monitoring network. Therefore, the supplies are deemed to be available only from the original source for the continued provision of unique knowledge, expertise, continuity and highly specialized equipment. The intent of this synopsis is to determine if any additional source (s) exist and, therefore, no Request for Proposal (RFP) is available. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
