Description
The Naval Surface Warfare Center, Panama City (NSWC PC) intends to issue a sole source contract to Carleton Life Support Systems (CLSS, Davenport, Iowa) on a sole source basis to provide assembly, testing, and technical and logistical support to the Naval Special Warfare (NSW) MK 16 Mod 0 Underwater Breathing Apparatus (UBA) Phase III Modernization/Wellness Program. This procurement includes installation and testing of modernization upgrade kits to the MK 16 Mod 0 UBA, further referred to as the MK 16 Mod 3 UBA. The upgrade kit includes all mechanical, electrical and electronic improvements necessary to implement the upgrade on the MK 16. This procurement also includes test equipment and consumable spare parts to maintain the MK 16 Mod 3 UBA for approximately 2 years. Carleton Technologies/CLSS will also provide the necessary labor and resources required to provide Operators and Maintenance training sufficient to provide the necessary information, skill development , and practical application required by the student to set up, check out, operate and perform preventative maintenance on the Mk 16 Mod 3 UBA. These MK 16 Mod 3 UBAs are being refurbished and reconfigured for delivery to the fleet. This procurement also includes options for 132 sets of MK 16 Mod 0 and Mod 1 wellness components and for 30 MK 16 Mod 0/Mod 1 wellness kits. Wellness components/kits consist of replacing obsolete components with supportable units. This procurement also includes options for fifteen (15) follow on upgraded MK 16 Mod 3 UBAs, as well as assembly and delivery of thirty-six (36) Explosive Ordnance Disposal (EOD) Next Generation Underwater Breathing Apparatus (NUBA). A NUBA is defined as an Explosive Ordnance Disposal (EOD) MK 16 UBA with an upgrade kit installed. The upgrade will modernize the electronics to a digital system, increasing reliability while reducing dive setup time and cost. This procurement is sole source for the following rea sons. Carleton Technologies/CLSS is the Original Equipment Manufactur er (OEM) of the MK 16 UBA. As the OEM, only Carleton Technologies/CLSS can accurately perform all of the refurbishments and upgrades to the MK 16 to successfully transition the system to MK 16 Mod 3 and NUBA respectively. The MK 16 is a certified life support system. As such, only approved components can be used on the system. In summary, Carleton Technologies/CLSS is the only responsible source due to their unique qualifications as sole manufacturer of the MK16 UBA. Use of another company to refurbish and reconfigure the currently fielded UBAs would result in extensive re-qualification and certification testing which is cost and time prohibitive.
