99 -- Synopsis of Proposed Contract Action for Transportable Detonation Chamber

Description
It is anticipated that a sole source contract will be awarded, in accordance with FAR 6.302-1, to CH2M Hill as a follow-on contract action for the continuation of further developmental and operational testing of its highly specialized Transportable D etonation Chamber (TDC). The TDC has been identified and previously tested by the Government as a potential technology capable of addressing large and extra large buried Recovered Chemical Warfare Material (RCWM) on site. The TDC is anticipated to provide the Army with an alterna te technology that will address high quantities of RCWM in a manner that will be cost effective, efficient in terms of schedule, and minimizes the generation of hazardous wastes. The subject contract action is anticipated to include the following: mobili zation of the TDC to Schofield Barracks, Oahu, Hawaii, setup and destruction of RCWM, and decontamination and demobilization of the TDC. The period of performance is anticipated to be 12 months from date of award including a 3 month operational period of the TDC. The supplies and/or services have been deemed to be available only from one source for the continued development or production of the required system as CH2M HILL has demonstrated their experience and capabilities in providing these unique services under t heir previous contracts and have extensive, demonstrated past experience and institutional knowledge that is critical to the follow-on testing and its successful completion. The continuation of follow-on testing, utilizing the original highly qualified so urce, represents the logical conclusion of the previous efforts and will provide the continuity for the completion of the TDC testing. The appropriate Justification and Approval has been approved in accordance with FAR 6.304. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate, utilizing Alpha contracting techniques, with CH2M Hill under the authority of FAR 6.302-1. As such, no written request for proposal will b e issued. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. However, this notice of intent is not a request for competitive proposals. All submitted information by interested parties that is received within thirty (30) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the disc retion of the Government. The submitted information by interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement.
