Description
Arnold AFB, TN proposes a contract action for supplies and services with for which the Government intends to solicit and negotiate under authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1 with only one responsible source and no other supply or service will satisfy agency requirements for 35 TMDE Sensors for 3.0 kHz and 5.0 kHz bandwith from Bartington Instruments,LTD; 10 Thorney Leys Business Park, Witney Great Britan, OX28-0000. The following are the specification requirements: TMDE; Sensor: Must meet following specifications: 1. The sensors must be able to simultaneously resolve a 3-axis (x, y and z) magnetic field strength. 2. The span (min to max) of the sensors must be at least 10 G and lie in the range of 0-30 Gauss. 3. The Base price will be for 35 TMDE Sensors that must be able to detect signals of frequencies of at least 3.0 kHz (Bandwidth), with sample rates above 3 kHz. Option I will be for 35 TMDE sensors that will be able to detect signals of frequencies of at least 5.0 (Bandwidth) with sample rates above 5 kHz. 4. The sensors must be small and easily portable, allowing them to be setup and removed quickly, no larger than 2 x 2 x 6 size (inches) square section 5. The sensors will be required to function in an operating environment with temperature 40F minimum to 120F maximum. 6. These sensors also must be able to detect changes in the magnetic field of 0.25 G or more over the range of the sensor. Accuracy must be at least 2.5% of FS. 7. The output voltage must be -10V to 10V for each axis. 8. Details on supplying power to the sensor and outputs from sensor leads must be provided. 9. The maximum weight of a sensor should be 200g. 10. The sensors and connectors must be environmentally sealed. 11. Supplier will provide an ISO 17025 compliant calibration report for each sensor. 12. Period of Performance is 31 Jan 2008. Bartington Instruments, LTD is the only vendor found who can support this requirement. Supplies and/or services are available from only one responsible source. No other type of supply or service will satisfy agency requirements. This Notice of Intent is NOT a request for competitive proposals, however interested persons may identify their interest and capability to meet this requirement for the Governments consideration by submitting their product capabilities and qualifications to perform this effort in writing to the identified point of contact not later than 2:00 p.m. local time on 16 July 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. If no response is received by 16 July 2007 at 2pm (local), to the effect that comparable support services are available that would be more advantageous to the Government than obtaining these supplies and or services through sole source procurement with Bartington Instrument, LTD, a sole source award will be made.
