- The Department of Veterans Affairs is seeking Offerors for the Upgrade Electrical Distribution Systems at the James A. Haley Veterans' Hospital, Tampa, Florida. The firm must be a general construction firm with an approved 2002 NAICS code 236220 and have a bonding capacity of approximately $50 million. The firm must have experience with large electrical upgrade projects involving hospitals and other healthcare facilities with contracts as a prime contractor in the $50 million range. This project will upgrade normal, emergency and standby electrical distribution systems. Each system component is addressed, including: sub-stations, risers, transformers, network protectors, automatic transfer switches, bus duct or cabling distribution, circuit protective devices, panel boards and circuit breakers. This is a multi-phased project involving the construction of an emergency power plant, new substations, a new distribution riser and asbestos abatement. Most of that work is located in currently occupied portions of the medical center that will remain open for use by visitors, patients and hospital staff during construction. The construction cost range is between $40,000,000 and $60,000,000. Goals for the subcontracting plan are as follows: 35% (SB), 10% (SDB) 6% (WOB), 3% (HUBZone), 7% (VOSB) and 3% (SDVOSB). Sealed proposals are due to the Contracting Officer by August 28, 2007, 4:00 pm EDT. There will be no public opening.
