- The Department of Veterans Affairs (VA), National Cemetery Administration (NCA), is soliciting bids under Solicitation Number: VA-786A-07-IB-0052 for the following: A Service Disabled Veteran Owned Small Business (SDVOSB) contractor to furnish all labor, material, and supervision, for development of approximately 15 acres of land for a Gravesite Development Project at the Quantico National Cemetery in Triangle VA. The project will include but not limited to clearing, grubbing, grading, roads, the purchase and installation of 3,929 pre-cast concrete crypts, landscaping, irrigation, and wetland preservation and mitigation, as per the contract specifications and drawings that will be provided. The magnitude of the base portion of this project is between $2M and $5M. A new committal shelter, repairs to an existing maintenance building, upgrade to the public restrooms, and an additional crypt section containing 956 double depth units, will all be included as add alternates. If all additional items were to be included the magnitude would be between $5M and $10M. Please note all bidders responding to this solicitation must have the qualifications, either on staff or through sub-contract, of installation experience of Pre-cast Double Depth Lawn Crypts, as noted in Section 03400, Pre-cast Double Depth Lawn Crypts. The NAICS code is 237990, and Size Standard is $31.0 Million. Performance period is 545 calendar days from date of receipt of Notice to Proceed. This is a total set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). Hard copies of this solicitation will be available on or about July 23, 2007. OBTAINING SOLICITATION MATERIAL: Electronic solicitations are not available. Requests for hard copy drawings and specifications shall be in writing to MACTEC, ATTN: Joeph Myers, 560 Herndon Parkway Suite 200, Herndon VA 20170, PH 703-471-8383, FAX: 703-728-2223. Bidders will be charged a $150.00 non-refundable fee for each set of drawings and specs. This price includes standard ground shipping, if you desire overnight shipping you must provide an account number. Payment must be in the form of a certified check, cashier's check, or money order made payable the "MACTEC". Requests shall be on company letterhead to include point of contact, physical mailing address, phone number, fax number, e-mail address. No telephone requests will be accepted. A plan holders list will be maintained by MACTEC and will be available by written request. Contractors are encouraged to register on the FedBizOpps website at: http://www.fedbizopps.gov/ (Interested Vendor List). NOTICE TO PRIME (GENERAL) CONTRACTORS: Unless Prime (General) Contractors are registered on the FedBizOpps website, potential subcontractors will not know of your interest in bidding on this project. SOLICITATION AMENDMENTS: Amendments to the solicitation will be posted at http:www.fedbizopps.gov/. Paper copies of the amendments will NOT be individually mailed. By registering for the Register to Receive Notification list at http://www.fedbizopps.gov, you will be notified by e-mail of any new amendments that have been issued and posted. No other notification of amendments will be provided. Potential bidders are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. PRE-BID CONFERENCE: A Pre-Bid conference is scheduled for August 1, 2007, at 9:30 AM Eastern time, at the Quantico National Cemetery, located at 18424 Joplin Rd, Triangle VA 22172. DUE DATE: The due date for this solicitation is August 23, 2007, by 2:00 PM Eastern Time (base on the above availability date). A public bid opening will be held in the National Cemetery Administration, Office of Construction Management, Conference Room 239, 811 Vermont Avenue, NW, Washington, DC 20420.
