FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. A Seller may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Department of State is taking this action in an effort to improve both seller access and awareness of requests and the agency's ability to gather multiple, completed, real-time bids. A) The offeror shall provide the government, with its offer submission, written verification from the GSA schedule holder that an agreement exists that validates the offeror's right to offer the GSA schedule items on behalf of the GSA schedule holder, if other than the offeror; and, B) By proactively complying with this offer term, sellers accept that the government will make award to the GSA schedule holder only, as the sole awardee. I recommend that the Department of State use other than full and open competition for the acquisition of an additional Network Appliance FAS270 filer for the Charleston DevNet environment. RM/DCFO/GFMS/SDM is responsible for maintaining the Department?s new financial management systems ? RFMS and GFMS plus nearly 15 other administrative applications. To this end, RM currently has installed 2 Network Appliance Filers in its DevNet computer center in Charleston for development and testing of these applications. With the recent move into production of the GFMS financial system, the DevNet environment must be capable of storing a production mirror copy (for testing purposes) of the GFMS Financial and Data Warehouse databases. This requirement places additional storage demands on the already stretched DevNet filers. The Department?s production financial application databases are stored on Network Appliance Filers. These applications include RFMS, GFMS, the GFMS Data Warehouse, and the USAID Phoenix financial system. Network Appliance filers have been used in Charleston production operations for the past 5 years. These filers ?mirror? data daily to companion filers located at the COOP site in located in BIMC. Filers used in the DevNet environment must be 100% compatible with the production filers in order to ensure consistency in testing and production simulation operations
