- The U.S. Department of Housing and Urban Development (HUD) intends to solicit and negotiate a sole source fixed-price purchase order to Great Lakes Environmental Planning, Inc., 900 Ridge Road, Highland Park, Illinois 60035-3837, to organize and conduct a forum to review the results of the HUD-sponsored report on HUD field office practices regarding brownfield cleanup requirements in relation to HUD-assisted housing (hereafter called the 2007 PDR Brownfields Report), and discuss options and implications of changing th current HUD site contamination policy. The 2007 PDR Brownfields Report will be used as the basis for organizing the agenda and structure of the symposium. GREAT LAKES ENVIRONMENTAL PLANNING (GLEP) is uniquely qualified to carry out this purchase order because it has spent several months studying and documenting the policies and practices of HUD field offices in managing and administering HUD housing development programs in urban brownfield areas. Only Great Lakes Environmental Planning is the only logical candidate to carry out this follow-up effort to the study of HUD's policies and practices in supporting housing development at former urban brownfields sites. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The intent of this notice is for information purposes only. Under the authority of FAR 6.302-1 (Only One Responsible Source and no Other Supplies or Services Will Satisfy Agency Requirements), HUD intends to solicit and negotiate with only one source, however, the Government will consider all proposals received within 15 days after due date of publication of this synopsis. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
