- Notification of Intent to Award a Sole Source Contract. The Office of Research Integrity (ORI) intends to award a sole source contract to The Council of Graduate Schools (CGS), to develop a framework for integrating RCR training in graduate programs and support the implementation of that framework at five major research universities in a two-year demonstration. The project will also further the development of an RCR leadership cadre of graduate deans and produce a monograph describing the implementation of the framework by the five universities, the problems and issues encountered, and the best practices to follow in addressing those problems and issues. The monograph will be widely distributed within the academic community to promote the integration of RCR training into graduate education. The institutionalization of RCR training in graduate education requires a labor-intensive, prolonged effort that includes the following services: -A pre-planning committee meeting between CGS senior staff and ORI staff -Establishing a planning committee composed of graduate deans from major research universities and RCR experts -Organizing four meetings of the planning committee -Developing a framework for integrating RCR training into graduate programs -Developing a request for applications for demonstration projects -Establishing a selection committee to review applications -Organizing review of the applications -Making awards to five major research universities -Establishing an email network for communicating to awardee and affiliate institutions those that remain in the project without funding -Holding telephone conference for awardee and affiliate institutions -Organizing four meetings per year for awardee and affiliate institutions -Creating an interactive website with resources and forums for exchanging information and advice -Maintaining a steady flow of information about the project, RCR and research integrity to all graduate deans -Developing an RCR leadership cadre of graduate deans -Producing a monograph describing the demonstrations, the problems and issues encountered, and the best practices for addressing the problems and issues. -Conducting an ongoing campaign to attract private funding for the effort after government funding ends -Organizing a capstone conference to present project results and a plan for ongoing efforts to promote RCR in graduate education The Council of Graduate Schools is the only national organization in the United States solely committed to the advancement of graduate education. CGS is the professional association for graduate schools and graduate deans whose cooperation is essential for successful completion of this project. Any firm that believes it may have similar capabilities is encouraged to submit their capability statement addressing each of the items/areas cited above. Written capability statements may not exceed five (10) pages and must be received by the contracting officer not later than 3:30pm EDT on August 13, 2007. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. No solicitation document is available at this time. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
